Professional or company liability insurance with a coverage of at least EUR 1,000,000 per claim for personal and property damage as well as for pure property damage or obligation to take out such insurance until the commencement of service; in the case of groupings of bidders, the insurance cover shall cover the benefits of all members. With the offer, the self-declaration in the offer form is sufficient; the confirmation of the insurer is requested only by the intended successful tenderer (point 6(3) and (4) of the invitation to tender).

At least two comparable reference projects from the last three years before the deadline for the submission of tenders. Each reference project covers at least three, all together cover all five characteristics:

  1. development or substantial advancement of a browser-based business application with role-based functions and persistent data storage,
  2. API, interface or identity integration including role or authorization concept,
  3. agile or iterative advancement over multiple releases,
  4. technical maintenance, updates or support during ongoing operations,
  5. collaboration with product ownership or internal development teams. references are checked with fulfilled or not fulfilled; the information per reference is specified in Section 15.1 of the specifications.

Binding core team with the roles Software Architect: in / Technical Lead, Senior Developer, Developer and DevOps / System Integration, proven by profiles of key persons (maximum two pages per person).

Minimum requirements including: Software Architect:in / Technical Lead at least five years of relevant professional experience in web-based application development and experience with PHP and Symfony as well as with REST APIs from at least one project in the last three years; Senior Developer at least three years of relevant professional experience and at least two years of project experience with PHP and Symfony; Developer practical experience with PHP and Symfony or with Vue.js and Nuxt.js; DevOps / System Integration Practical experience with CI/CD, containerization or similar deployment procedures and with the operation of PostgreSQL databases and self-hosted web applications.

All requirements per role are set out in Section 15.2 of the specifications. The key persons used for voting, documentation and support must be able to communicate securely in German (section 15.3).

Technical and organisational measures by type. 32 GDPR, which meet the minimum requirements of Annex 1 of the contract for order processing. With the offer, the confirmation in the offer form is sufficient; the description of the measures shall be submitted by the proposed successful tenderer on request (point 6(4) and (6) of the invitation to tender).
