Framework Agreement for Services in the Area of DOMEA

To demonstrate technical and professional ability, please submit a suitable reference relating to the services in question using the References template. The service areas cover the following technical focus areas: requirements analysis, development, and support with technical focus on Java, SQL, Oracle databases, DOMEA administration, DOMEA customizing, Windows Server.

Please demonstrate your ability to execute the subject matter of the contract and your relevant experience in this regard on the basis of the references. In the case of bidding consortia and bidders relying on the capacities of other entities under capacity lending, the service provider of the reference—i.e., the relevant member of the consortium or the entity whose capacities are relied upon—must be specified in the References form in the field "Reference of the applicant / bidder".

Please use the References template multiple times if necessary. The following information, in particular, must be provided for the references:

• Description of the services performed,
• Contract value in euros, relative to the relevant reference period,
• Performance period,
• Specification of the responsible contact point at the client of the reference, including address and contact details.
• In addition, the following minimum requirements apply to the specified references:
  1. The subject matter of the contract covers the following technical focus areas: requirements analysis, development, and support with technical focus on Java, SQL, Oracle databases, DOMEA administration, DOMEA customizing, Windows Server.
  2. The reference must not be older than six years (the decisive factor is the date the service was last performed – calculated up to the date of the contract notice);
  3. The reference must have a minimum duration of 12 months; any interruptions in performance do not count towards the minimum duration (the decisive factor is the duration achieved up to the date of the contract notice);
  4. The scope of services provided by the company within the reference in the field of financial administration at federal and/or state level covers at least 1,150 person-days/year in each case, or the contract value of the respective reference for the field of financial administration at federal and/or state level corresponds to at least EUR 1,400,000.00/year (net).If a reference has not yet been completed, the current status of performance achieved so far must be stated. Performance levels not yet realized cannot be taken into account. Only one reference is required here. You are free to name additional references.Since it is not possible to replace an erroneous reference with a compliant reference submitted after the deadline, which in such cases leads to the exclusion of the bidder, the ITZBund procurement authority recommends submitting a list of additional references considered compliant. ITZBund reserves the right to verify the references provided.Information that does not withstand verification may lead to exclusion from the procurement procedure. If you are unable to provide requested information for legitimate reasons of confidentiality, inform the ITZBund procurement authority of these reasons and submit other suitable proof of technical and professional ability. The procurement authority will then decide at its dutiful discretion whether to accept the alternative proof.If you are unsure about this, you must contact the procurement authority in good time before the submission deadline by submitting a bidder inquiry. Requesting and submitting other (more suitable) proof is no longer possible after exclusion of the bid for public procurement law reasons.Please note in any case that you may also indicate ranges for a minimum contract value requirement (e.g., > EUR 100,000 or between EUR 100,000 and EUR 200,000).

For proof of human capacity, please indicate in the attachment "Self-declaration of specialists" the number of technical specialists to be used in connection with the provision of services 2.2.1 Project coordination In the area of project coordination, the following minimum number per contract year is required:

• 1 Technical specialist Please submit a proof in the form of the completed attachment "Skilled worker self-declaration". In the case of consortia of bidders, the numbers of employees of the respective constellation of bidders are added. In the case of bidders involving other undertakings under the Eligibility Loan, each granting undertaking shall submit the completed "Skilled Person Self-Declaration" attachment. Therefore, the number of employees of the respective aptitude-providing company applies. Project coordination shall meet the following requirements: General requirements for external support staff:
• Very good knowledge of the German language in word and writing, (each at least C2 according to CEFR)
• Readiness for obligation according to the Pledge Act and obligation to data secrecy according to § 53 Federal Data Protection Act (BDSG)
• Readiness for security verification level Ü2 according to the Security Audit Act (SÜG) Professional requirements: For the local specialist, the necessary practical experience arises with regard to the professional requirements listed below
• Experience in the coordination of IT projects Submit the self-declaration on the number of specialists with the system "Self-declaration of specialists" as proof of the existence of the requirements of technical performance. 2.2.2 Care and Support In the area of care and support, the following minimum number is required per contract year: 2 Technical specialists Please submit a proof of this in the form of the completed attachment "Self-declaration specialists".In the case of consortia of bidders, the numbers of employees of the respective constellation of bidders are added. In the case of bidders involving other undertakings under the Eligibility Loan, each granting undertaking shall submit the completed "Skilled Person Self-Declaration" attachment. Therefore, the number of employees of the respective aptitude-providing company applies.Professional care and support must meet the following requirements: General requirements for external support staff: Very good knowledge of the German language in word and writing, (each at least C2 according to CEFR)
• Readiness for obligation according to the Pledge Act and obligation to data secrecy according to § 53 Federal Data Protection Act (BDSG)
• Readiness for security verification level Ü2 according to the Security Audit Act (SÜG) Professional requirements: For the local specialist, the necessary practical experience arises with regard to the professional requirements listed below
• Basic knowledge for processing real operating tickets in various systems
• Basic knowledge for ticket processing in a multi-stakeholder project with several professional as well as technical partners and clients Submit the self-declaration on the number of specialists with the system "Self-declaration Specialists" as proof of the existence of the requirements of technical performance.

In order to demonstrate economic and financial capacity, the total turnover/turnover of the contract for the last three financial years shall be given. The required sector-specific minimum net turnover for each financial year is EUR 1,400,000 (net). The net annual turnover is then area-specific if it relates to the displayed service contents of the installation "Service Description".

Please send the completed system self-declaration turnover, which proves the respective annual values of the last three financial years before order notice. In the case of groupings of bidders, the turnover of the respective bid constellation is added. In the case of a group of tenderers, the Annex self-declaration turnover shall be completed by the authorised member of the group of tenderers for the respective members of the group of tenderers.

In the case of bidders involving other undertakings under the Eligibility Loan, the abovementioned minimum turnover for the last three financial years shall be disclosed by the undertaking providing the Eligibility Loan. Please send the completed plant self-declaration turnover for each suitability granting company. If you cannot provide the documents for legitimate reasons, please inform the awarding authority of the ITZBund of these reasons and provide other suitable proof of economic and financial capacity.

The awarding authority shall then, at its reasonable discretion, decide on the acceptance of the alternative proof. If you are uncertain about this, please contact the awarding authority in good time before the expiry of the offer period in the form of an applicant/tenderer question. Asking and teaching another (more suitable) Evidence is no longer possible after the closing date for procurement reasons. Where several lots are offered, the minimum turnover must be declared cumulative.
