What the buyer wants
As part of the project "KI Hub Kommunal", an intercommunal community of 16 municipal job centers in Hesse is supported in the development of skills and solutions in the field of artificial intelligence. In Work Package 1, operational activities, recurring administrative processes, professional work processes and organizational challenges of the participating municipal job centers were considered as part of an AI potential analysis.
On this basis, AI potentials and possible use cases were identified, described and classified. The results of the AI potential analysis form the central technical basis for work package 2. Within work package 2, two methodological implementation strands are pursued: the AI real laboratory for low-threshold, short-term testable applications as well as the AI prototype development for a more complex, strategically relevant application case. The subject of this procurement is AI prototype development.
The aim is to design, develop and provide a runable prototype (Minimum Viable Product, MVP) for a strategically relevant AI application case from the municipal job center context. The prototype will show how a technically significant and transferable application can be supported, partially automated or structurally improved using AI technology. In particular, it is intended to:
- address a specific professional need from the municipal job center practice,
- build on the results of the AI potential analysis,
- be technically and technically feasible within the project period,
- offer relevant added value for several municipal job centers,
- be able to be transferred into the productive operation of municipal job centers in the future,
- be able to be presented as a visible project result before the end of the funding project. The object of procurement is expressly not the procurement of a finished productive solution, but the development of a robust, workable prototype as a basis for possible later implementation, scaling and consolidation. The object of the service is the conception, development, validation and provision of a running AI prototype (MVP) for an application to be jointly selected within the specified topic area. The services of the contractor include in particular:
- Participation in scoping and selection of the specific use case within the specified topic area,
- Professional and technical requirements analysis,
- Conception of the prototype,
- iterative technical implementation and validation,
- Collaboration with the team of experts from the participating municipal job centers for the evaluation of the iterations of the prototype,
- Provision of the prototype as a web-based application (software as a service),
- Documentation of the results,
- Presentation of the prerequisites for a later implementation and transfer to productive operation. The provision of services takes place in a structured, iterative development process (see Section 4).

In order to assess suitability, the tenderer must make and submit a self-declaration on Russia sanctions, information and declarations on technical knowledge, performance and reliability in forms D.1, D.2, D.2.1, D.2.2 and in the annex. In the case of associations of bidders, proofs of competence are required for each member according to the share of services. The proof of professional knowledge is provided if 1. the advertised or comparable services were carried out within the last three years or that with the preparation of the offer and / or the execution or personnel involved in the management of the execution have already performed the advertised and / or comparable service. Comparable services include the design and development of AI applications or AI prototypes for organizations, including their deployment as a web-based application.
At least one of the references must come from the public sector (e.g. public administration, social services providers, municipal enterprises).
