What the buyer wants

The present contract includes the awarding of "Test and Acceptance" within the framework of the nationwide software project "GeFa". The subject matter is the self-responsible provision and the permanent operation of a high-availability test environment including a CI/CD pipeline as well as the support in setting up a customer-side acceptance test environment. In addition, there are comprehensive test support services in an agile development environment with several scrum teams working in parallel.

The contractor must provide a pool of consultants of more than 60 specialists to be named and keep them available at any time. This pool includes software test engineers, DevOps engineers, test managers, configuration managers, accessibility, IT security and data protection specialists, database specialists, cloud architects and test coordinators.

All consultants must have proven, in some cases long-term relevant professional experience and mandatory certifications, including ISTQB Advanced Level, IPMA, ITIL and DevOps Institute. The service is provided in conjunction with other external service providers for requirements collection and software development. It is subject to strict service level agreements, including a minimum test environment availability of 99% and mandatory recovery times.

In addition, very high quality requirements are imposed on accessibility (DIN EN 301 549), IT security (BSI basic protection, ISO 27001, OWASP), ergonomics and software quality (ISO 25010). The contractor must continuously verify their compliance by means of suitable test procedures.
