Part 1 — Delivery of equipment and software and its implementation services under the project: “Growth of Cybersecurity Level in ZGK in Goworów” Task 3 – Technical area of the scope of the application for the Municipal Economy Department The subject of the contract is the delivery of equipment and software and the execution of installation, configuration and implementation of cybersecurity solutions in IT/OT/ICS/IIoT of the Municipal Economy Department in Goworów, as part of the project “Growth of Cybersecurity Level in ZGK in Goworów”.
The scope of the contract includes in particular the supply and implementation of EDR end-point protection systems, UTM/NGFW network security devices, solutions for hazard detection, security incident monitoring and analysis, resource inventory and IT and OT infrastructure security. The order also includes necessary licenses, configuration, integration, testing, documentation and implementation services according to the requirements of the Ordering Party.
The detailed scope of the subject-matter of the contract and the technical requirements are specified in Annex 8 to the SWZ covering the IT, OT and IT/OT areas.

Część 2 – Dostawa serwera wraz z instalacją, wdrożeniem, konfiguracją oraz usługą hardeningu systemu i oprogramowania w ramach projektu: „Wzrost poziomu Cyberbezpieczeństwa w ZGK w Goworowie” Zadanie 3 i 4 – Obszar techniczny IT/OT zakresu objętego wnioskiem dla Zakładu Gospodarki Komunalnej Przedmiotem zamówienia jest dostawa 2 sztuk fabrycznie nowych serwerów typu RACK wraz z wymaganym oprogramowaniem systemowym i licencjami dostępowymi, w ramach projektu pn. „Wzrost poziomu Cyberbezpieczeństwa w ZGK w Goworowie”. Część 3 – Dostawa agregatu prądotwórczego w ramach projektu: „Wzrost poziomu Cyberbezpieczeństwa w ZGK w Goworowie” Zadanie 4 – Obszar techniczny OT zakresu objętego wnioskiem dla Zakładu Gospodarki Komunalnej. Przedmiotem zamówienia jest dostawa 3 sztuk fabrycznie nowych, zabudowanych agregatów prądotwórczych o mocy znamionowej minimum 100 kVA każdy, wyposażonych w układ samoczynnego załączania rezerwy (SZR), z możliwością rozruchu ręcznego i automatycznego. Zakres zamówienia obejmuje również transport, rozładunek i ustawienie urządzeń w miejscach wskazanych przez Zamawiającego, sprawdzenie gotowości do uruchomienia, przeprowadzenie rozruchu kontrolnego (jeżeli pozwalają na to warunki lokalne) oraz szkolenie personelu z obsługi urządzeń. Szczegółowy zakres zamówienia oraz wymagania techniczne określa OPZ stanowiący załącznik nr 10 do SWZ. Agregaty mają służyć zapewnieniu ciągłości działania infrastruktury Zakładu Gospodarki Komunalnej w Goworowie w przypadku zaniku lub zakłócenia podstawowego zasilania energią elektryczną. Do zakresu części należy również serwis przewidziany w projekcie.

1. O udzielenie zamówienia publicznego mogą ubiegać się Wykonawcy, którzy:
- nie podlegają wykluczeniu;
- spełniają warunki udziału w postępowaniu dotyczące:
- zdolności do występowania w obrocie gospodarczym – Zamawiający nie wyznacza szczegółowego warunku w tym zakresie,
- uprawnień do prowadzenia określonej działalności gospodarczej lub zawodowej, o ile wynika to z odrębnych przepisów – Zamawiający nie wyznacza szczegółowego warunku w tym zakresie,

- dysponuje lub będzie dysponował co najmniej jedną osobą łącznie kompetencje w zakresie testów aplikacji WWW i API, infrastruktury, Active Directory, chmury oraz raportowania ryzyka. Co najmniej jedna osoba realizująca testy aplikacyjne powinna posiadać aktualny, praktyczny certyfikat offensive security właściwy dla zakresu, np. OSCP/OSCP+, BSCP, eWPT/eWPTX lub PNPT. Certyfikaty równoważne mogą zostać zaakceptowane, jeżeli potwierdzają praktyczne umiejętności egzaminacyjne w odpowiednim obszarze.
- dysponuje lub będzie dysponował co najmniej jedną osobą, posiadającą 4 aktualne certyfikaty producenta oferowanego rozwiązania w zakresie:
- Certyfikowany Specjalista w zakresie Bezpieczeństwa Sieci (NS)
- Certyfikowany Specjalista w zakresie Bezpieczeństwa Chmury Publicznej (PCS)
- Certyfikowany Specjalista w zakresie Operacji Bezpieczeństwa (SO)
- Certyfikowany Specjalista w zakresie Dostępu Zero Trust (ZTA) lub równoważne certyfikaty potwierdzające kompetencje w powyższych obszarach.
