IT services

[Note: In the absence of eligibility for a category corresponding to ‘qualification for professional practice’, the following declarations and proofs have been assigned to the ‘registration in the commercial register’ criterion.] List and brief description of the conditions: the declarations and evidence required for suitability for the pursuit of the profession shall be provided by the tenderer and, in the case of a grouping of tenderers, by all members.

If the bidder/group of bidders makes use of the economic, financial, technical or professional capacity of another company (so-called eligibility loan), the declaration General company presentation/company profile listed under 5.1.9 and the declaration on the absence of grounds for exclusion must also be provided/declared separately by the respective eligibility provider and attached to the offer. Required declarations/proofs are:

1. general company presentation / company profile, information on the registration in the professional or a commercial register or an equivalent registration with a competent judicial or administrative authority of the country of origin or provenance, information on entries in the Central Register of Commerce or a comparable register with a competent judicial or administrative authority of the country of origin or provenance (form general company presentation/company profile),
2. in the case of a group of bidders, indication of the members and of the authorised representative; declaration of joint and several liability;Information on the distribution of tasks and on the reasons for the formation of the bidding community (form declaration of the bidding community), self-declaration on the absence of exclusion reasons according to §§ 123, 124 para. 1 GWB and that in § 124 para. 2 reasons for exclusion cited by GWB as well as those pursuant to § 5 KorruptionsbG NRW (form declaration on the absence of reasons for exclusion);Note: Measures taken by the bidder/member of the bidding community/qualifier for self-cleaning pursuant to § 125 GWB are to be submitted as separate declarations with the offer),
4. declaration on § 19 para. 3 MiloG (form declaration on § 19 Abs.3 MiLoG),
5. Subcontract declaration (form subcontract declaration),
6. if applicable. Declaration on Eligibility Loan (Form Declaration on Eligibility Loan),
7. Declaration of Commitment of the Eligibility Lender, 8th Declaration of Russia. If the necessary explanations are not available, no suitability shall be accepted and the tenderer/group shall be excluded from the procedure.

Required declarations/proofs are: 1.Declaration of company liability insurance (form declaration of company liability insurance). The sums covered for personal injury, property damage and property damage must be at least EUR 2.000.000 per insured event. The maximisation of the replacement benefit per insurance year must be at least twice the above-mentioned sums of cover (minimum requirement).

1. Declaration on total turnover/turnover with comparable performance for the years 2023, 2024 and 2025. (Form Declaration of total turnover/turnover with comparable services).

Required declarations/proofs are: 1.Declaration of references on services comparable to the advertised service, including, inter alia, the client, contact person of the client (form declaration of references). At least three references comparable to the advertised service must be proven.

• Of the three references to be provided, one must include (i) the provision of IT services in the Microsoft environment over a minimum period of one year (service provision period) (minimum requirement).
• Of the three references to be submitted, two must each cumulatively include (i) the provision of IT services in the Microsoft environment over a minimum period of one year (service provision period) (ii) for a hospital association or a hospital of the German healthcare system (minimum requirement). Each of the nominated reference services must have been provided within the last three years (minimum requirement).The bidder / The member of the bidding community / The bidding community / The suitability provider does not necessarily have to have provided the reference order with primary responsibility. The submission of a reference contract by a tenderer/member of the tendering community/a tendering community/qualification provider in the role of subcontractor is permitted.

1. Declaration on general and specific human capacity: The tenderer shall provide information on the average annual number of employees over the last three financial years. In addition, the tenderer must prove that staff with the necessary qualifications and competences are available within the company. The details are given in the form “Declaration of general and special human capacity” A corresponding proof of the existence of the certifications referred to in point C must already be submitted with the offer.

At the time of submission of the offer, the bidder must be a Managed Microsoft Partner and have an active Microsoft Premier Support Contract, through which the AG can access MS Support (minimum requirement). Have a membership in the Microsoft Intelligent Security Association (MISA) (minimum requirement). 3. have the following Microsoft Solutions Partner designations (minimum requirement):

• Security 4. have the following advanced specializations (minimum requirement):
• Identity and Access Management Advanced Specialization
• Threat Protection Advanced Specialization
• Microsoft Windows Virtual Desktop Advanced Specialization 5. Have an active Microsoft MXDR partnership (minimum requirement) (Microsoft Partner Status, Memberships and Specializations Form Declaration) For the requirements referred to in points 4 and 5 above, the corresponding proofs shall be submitted with the tender.

The tenderer shall appoint at least three specialists to provide the service. The designated specialists must each have at least five years of professional experience in the following areas (minimum requirement:

• experience in the use of ITIL tools and in the context of ITIL processes (acts based on ITIL).
• Experience in creating and controlling documents based on ISO9001 and their revisions.
• Experience in planning Microsoft on-premises and cloud infrastructure environments larger than 2,000 users.
• Experience in planning and implementing security requirements in Microsoft on-premises and cloud infrastructure.
• Experience in problem analysis in Microsoft on-premises and cloud infrastructure environments.
• Experience advising on product management in Microsoft on-premises and cloud infrastructure environments.
• Experience in the analysis and evaluation of Microsoft on-premises and cloud infrastructures
• Experience in the optimization and implementation of Microsoft on-premises and cloud infrastructures
• Sufficient language skills to work with English-language manuals and documents
