Non-warranty maintenance and development of the infrastructure and information systems of the Patent Office of the Republic of Bulgaria for a period of 12 months

Participants must have achieved a minimum total turnover calculated on the basis of the annual revolutions (Art. 61, para 1, item 1 of the Act). Minimum requirement: The contracting authority shall require participants to have achieved a minimum total turnover calculated on the basis of annual turnovers, for the last three completed financial years, depending on the date on which the participant was set up or started operations of € 250 000,00 excluding VAT.

The participant must have carried out activities with an object and volume identical to or similar to those of the current public procurement for the last three years from the date of submission of the tender (Art. 63, para 1, item 1, b. Minimum requirement: In the last three years, as from the date of submission of the tender, the participant has completed at least one service with a subject and volume identical to or similar to the subject-matter and volume of the current procurement. *A service that has been completed should be understood as one which, irrespective of the date of award, has ended in the period referred to above. *A service with a subject and volume identical or similar to the subject and volume of the current public procurement shall be understood as a service that has been performed in the last 3 (three) years from the date of submission of the offer for the development and/or maintenance of information systems and/or portals and/or electronic administrative service and/or registry and/or attached software and the construction and/or maintenance of IT infrastructure.

Participants shall apply a quality management system corresponding to standard BDS EN ISO 9001 in an up-to-date version or equivalent in the field of analysis and/or development, deployment, training and/or maintenance of registers and/or information systems and/or software solutions in the field of information technology.

Participants shall apply an information security management system corresponding to EN ISO 27001 standard in an up-to-date version or equivalent in the field of development, deployment, training and maintenance of registers or information systems or software solutions in the field of information technology.

Participants shall apply a service management system corresponding to EN ISO 20000-1 standard in an up-to-date version or equivalent in the field of provision of services for the implementation and maintenance of registers or information systems or software solutions in the field of information technology.

The participant must have staff to perform the order, with certain professional competence (Art. 63, para 1, item 5 of the Public Procurement Act), as follows: Minimum requirement: Key expert No 1

• Higher education with a minimum degree of education .Bachelor or equivalent in the fields of .Science or .Science, Mathematics and Informatics , according to the Classifier of Higher Education and Professional Directions adopted by PMS No 125 of 24.06.2002 or equivalent;
• Experience as project manager/team in at least 1/one/action/service including development and/or support of web-based information systems, of which at least 1/one/service is related to information systems and/or portals and/or electronic administrative services;
• Own an internationally recognised project management certificate such as PMP (the PMI project management certificate), MSF, Prince2 or equivalent. Key Expert No 2
• Higher education with a minimum degree of education .Bachelor or equivalent in the fields of sciences and sciences.
• Natural sciences, mathematics and information, according to the Classifier of higher education and professional fields adopted by PMS No 125 of 24.06.2002 or equivalent;
• Experience in the implementation of at least 1 / one/ activity/service for design and/or improvement of quality and/or integration of databases and/or support of databases with the means of MS SQL Server and/or PostgreSQL;
• Experience in the implementation of at least 1/one/action for the design, implementation and maintenance of relay databases. Key expert No 3
• Higher education with a minimum degree of education .Bachelor or equivalent in speciality in the fields of An organisation which has the right to conduct examinations and trainings and whose certificates are accessible and recognised by other international organisations should be considered. The certificate should be issued after a successful examination or another equivalent certificate is presented
• Experience of each expert in the implementation of a minimum of 1 /one/ activity/service including development and/or maintenance of web based information systems and/or registers and/or electronic administrative services using Java2EE technologies. Key expert No 4
• Higher education with an educational-qualification degree of minimum Bachelor's degree or equivalent in one of the following professional fields: Key expert No 5
• Experience in minimum 1 /one/ activity/service to build and/or support server and network infrastructure.
