What the buyer wants
The client is the municipality Vaterstetten in the district of Ebersberg in the Regierungsbezirk Oberbayern (https://vaterstetten.de). With over 25,000 inhabitants, Vaterstetten is the second largest municipality in Bavaria, which is neither a city nor a market. Due to the number of inhabitants, it has been one of the so-called efficient district communities since 2001.
It therefore assumes tasks of the district such as in the processing of building permits as a Lower Building Inspectorate, in the protection of monuments as a Lower Heritage Protection Authority and in the waste disposal in the municipal area. The municipal administration together with construction and recyclables farms and school real estate has a staff of about 200 employees.
The administration keeps its written material partly paper-bound, but for the most part in file-based storage (network drives) and in the respective specialist procedures. The Bavarian Single File Plan is currently only partially followed. The annual increase in documents is about 15% on average. It is planned to introduce a uniform, media-interruptible document management system (DMS) with electronic file (E-file) for administration-wide processing.
The object of the service is the cloud-based provision (Software-as-a-Service, SaaS) of the DMS, its provision, configuration and adaptation, the migration of existing data, training and documentation, the formal acceptance of the one-time implementation services and the ongoing operation including maintenance, support and service.
