Provision of a solution for the protection of e-mail messages and a solution for preventing data leakage from endpoints for the needs of the Ministry of Foreign Affairs (MFA)

The following activities are covered by the procurement: I. Provide a solution to protect e-mail messages as follows:

1. Renewal of the right of use and support for an email protection solution (Trellix) described in Table 1 of the Technical Specifications of the Contracting Party Annex 1:
   • Email Sec Srv Ed (user) 1W 1:1TE(T)
   • Product number: EMSE1WECE-AA-CA The parameters of the maintenance service shall include:
   • Possibility of recording incidents on the manufacturer's site;
   • Possibility of downloading updates from the manufacturer's website;
   • Possibility of hardware maintenance on site and replacement of defective component.
2. Provision of additional licenses for an email protection solution (Trellix or equivalent), as described in Table 2 of the Technical Specifications of the Contracting Party Provision of a decision to prevent leakage of data from endpoints
   • The proposed solution (DLP) must include licences for 750 end points with validity and included maintenance minimum for a period up to 16.10.2029. All components of the solution must be from one manufacturer. Support type for DLP: 24x7x365.*** The performance requirements are detailed in the Technical Specification of the Contracting Party No financing was provided at the date of the opening decision.The rules of Art. 114 of the Public Procurement Act shall apply. *** All software licenses delivered under this procurement should be issued in the name of the Ministry of Foreign Affairs. *** Implementation deadlines:

1. The period of provision shall be up to 15 working days from the date of receipt of a written notification sent by the Contracting Party to the Contracting Party for the provision of contract financing and presentation by the Contractor of the specified performance guarantee subject to the terms of the contract.
2. The period of validity and maintenance of the licences/decisions described above is described in the notice. *** The contracting authority should be duly authorised by the software manufacturer or by its official representative to grant the right of distribution/delivery of the products offered by it in the territory of the Republic of Bulgaria;the contracting entity shall demonstrate its compliance with the requirement by applying an authorisation letter or other equivalent document issued by the manufacturer or by its official representative in Bulgarian or accompanied by a translation into Bulgarian into its Technical proposal;In the case of the submission by the Contractor of an e-mail by an official representative of the manufacturer (or equivalent document), an authorization letter issued by the manufacturer (or equivalent document in Bulgarian or accompanied by a translation in Bulgarian) shall also be included in the tender authorising the official representative of the manufacturer to grant authorisation to third parties.
