What the buyer wants
The implementation of a comprehensive service, consisting in providing, configuring, implementing, maintaining and managing the IaaS cloud computing environment with services accompanying i.e. security service, backups, WORM space, Microsoft 365 services and additional IT support. The contractor will offer a service based on the technology infrastructure of a data processing centre located within the European Union or Liechtenstein, Iceland, Norway.
Data, backups and other resources covered by the service must only be stored and processed in the territory of a Member State of the European Union or of a Member State of the European Economic Area (EEA). The data centre shall comply with high availability, security and data protection requirements appropriate to the nature of the services provided.
In addition, the Contractor must provide links to the Internet network, teletechnical infrastructure together with the necessary equipment, software and licenses needed to properly run and operate the service. The contractor must provide 24/7/365 support. A detailed description of the subject of the order is given in Annex 1 to the WWZ.

- Zamawiający nie stawia warunku dotyczącego zdolności do występowania w obrocie gospodarczym.
- Zamawiający wymaga spełnienia następującego warunku dotyczącego uprawień do prowadzenia określonej działalności gospodarczej lub zawodowej, o ile wynika to z odrębnych przepisów: Wykonawca musi być zarejestrowanym operatorem telekomunikacyjnym. Spełnienie warunku zostanie ocenione na podstawie przedłożonego zaświadczenia o wpisie do rejestru przedsiębiorców telekomunikacyjnych.
- Zamawiający wymaga spełnienia następującego warunku dotyczącego sytuacji ekonomicznej i finansowej Wykonawcy. Wykonawca musi posiadać ubezpieczenie od odpowiedzialności cywilnej w zakresie prowadzonej działalności związanej z przedmiotem zamówienia, którego suma gwarancyjna wynosi co najmniej 5 000 000 PLN. Wykonawca jest zobowiązany zapewnić trwałość ubezpieczenia przez cały okres związania umową. Jeżeli suma gwarancyjna została określona w walucie innej niż PLN, Zamawiający dokona jej przeliczenia według średniego kursu NBP z dnia publikacji ogłoszenia o zamówieniu.
- Zamawiający wymaga spełnienia następującego warunku dotyczącego zdolności technicznej lub zawodowej: Wykonawca musi posiadać wdrożone i potwierdzone aktualnymi certyfikatami wydanymi przez niezależną akredytowaną jednostkę certyfikującą:
- normę ISO 22301 na usługi IaaS (cloud) oraz wykonywania i przechowywania kopii zapasowej (backupu)
- normę ISO 27001 na usługi IaaS (cloud) oraz wykonywania i przechowywania kopii zapasowej (backupu)
- normę ISO 27017 na usługi IaaS (cloud) oraz wykonywania i przechowywania kopii zapasowej (backupu)
- normę ISO 9001 na usługi IaaS (cloud) oraz wykonywania i przechowywania kopii zapasowej (backupu).Zamawiający dopuszcza zaświadczenia wydane przez jednostki oceniające zgodność mające siedzibę w innych państwach członkowskich Unii Europejskiej oraz równoważne środki potwierdzające stosowanie równoważnych środków zarządzania jakością, bezpieczeństwem informacji i ciągłością działania, jeżeli Wykonawca nie ma możliwości uzyskania wymaganych certyfikatów z przyczyn od niego niezależnych.Zamawiający zastrzega sobie prawo do weryfikacji przedstawionych dokumentów i żądania dodatkowych wyjaśnień lub dowodów równoważności.
