Provision of WAN network operator services for the KSI ZUS

The subject of the contract is the provision of comprehensive WAN ZUS KSI wide area network services for the Contracting Authority in the scope of:

1. Data transmission service providing layer 3 ISO/OSI model transmission and guaranteeing "full mesh" connectivity between all locations listed in Table 2, Table 4, Table 5 of Annex No. 7 to the SWZ (ToR).
2. SD-WAN Network Management System deployment and maintenance services. The Contractor shall lease to the Contracting Authority for the duration of the contract the software along with licenses and equipment necessary to provide the NMS (SZS) service in all locations of the Contracting Authority listed in Table 2, Table 4, Table 5 of Annex No. 7 to the SWZ.
3. A detailed description of the subject of the contract is set out in Annex No. 7 to the SWZ.
4. Contract execution deadline: provision of comprehensive WAN ZUS KSI wide area network services for the Contracting Authority for a maximum period of 4 years (48 months) from the date of concluding the Agreement, but no earlier than 30 November 2026, provided that: 4.1. the preparation and installation of the infrastructure for providing the WAN KSI ZUS wide area network operator service, including the lease and delivery of equipment and software, will take place within a maximum of 6 months from the date of concluding the Agreement, but no earlier than 30 November 2026 – Technical implementation period (trial period);4.2. the central elements of the SD-WAN Network Management System and links for the Primary Data Center (COO) and Backup Data Center (ZCOO) listed in Table 5 of Annex No. 7 to the SWZ must be implemented and launched within 3 months from the date of concluding the Agreement, but no earlier than 30 November 2026 – Technical implementation period (trial period);4.3. the provision of comprehensive WAN KSI ZUS wide area network operator services as well as maintenance and technical support services for all equipment and software delivered by the Contractor should commence after the end of the Technical Implementation Period and last a maximum of 42 months, but no earlier than 31 May 2027 until the expiry of the Agreement;4.4. handing over to the Contracting Authority a complete set of credits or training vouchers for training authorized/certified by the manufacturer of the technologies used by the NMS (SZS) will take place within 60 days from the date of concluding the Agreement, but no earlier than 30 November 2026.The Contracting Authority will utilize the provided training vouchers within 18 months of concluding the Agreement, but no earlier than 30 November 2026.
5. Site visit: The Contracting Authority agrees that contractors interested in submitting a tender in the Procedure may carry out a site visit at the stage of tender preparation at the Contracting Authority's Locations referred to in Table 2, Table 4, and Table 5 of Annex No. 7 to the SWZ.
6. The Contracting Authority provides for the possibility of awarding contracts referred to in Art. 214(1)(7) of the Act. The Contracting Authority provides for awarding a contract of up to 50% of the value of the basic contract excluding training, consistent with its subject matter and consisting in the repetition of similar services, e.g., related to the need to relocate link locations, add new locations and additional equipment in the WAN KSI ZUS wide area network. The supplementary contract will be awarded on terms identical to the basic contract.
7. Pursuant to Art. 16b(2) of the Act, the Contracting Authority informs that it does not allow tenders involving products or services originating from third countries, i.e., from countries that are not Member States of the European Union or countries with which the European Union has concluded agreements guaranteeing access to the public procurement market on the basis of reciprocity and equality, as referred to in Art. 16a of the Act.
