Purchase of support services for proprietary (custom-developed) software production - Body Leasing

The Contracting Authority uses the following definition: IT Project (IT project) – an organized, time-limited process of executing technical and organizational activities aimed at delivering an IT solution (software), including deployment in a production environment. An IT project does not include a project whose subject matter was solely the maintenance of an IT system, the delivery of computer hardware, or licenses. The Contractor will meet the condition if it demonstrates that it has or will have at its disposal a team consisting of at least 12 persons with appropriate qualifications and experience. These persons should demonstrate experience and qualifications appropriate to the roles to be assigned to them, i.e.:

1. at least three persons (designated to perform the contract) to act as Back-end Developer, who possess the following competencies:
   1. higher education,
   2. a minimum of five years of professional experience understood as participation in the execution of IT Projects,
   3. at least three years of experience gained within 5 (five) years prior to the bid submission deadline as a Back-end Developer in an IT Project/Projects, with the value of at least one of them being a minimum of PLN 100,000 net,
   4. the experience referred to in point c) includes: knowledge of C#; experience working with the .NET platform (web and desktop applications); ability to design and implement REST APIs; ability to practically apply design patterns and implement Clean Architecture, knowledge of DDD methodology, relational databases (MS SQL, PostgreSQL), and the ability to optimize SQL queries, create indexes, and stored procedures;knowledge of ORMs (Entity Framework Core, Dapper); knowledge of authentication, authorization, and data encryption mechanisms (JWT, OAuth2, FIDO2); ability to write unit and integration tests; knowledge of Azure DevOps and version control systems (GIT); ability to work in a team using Agile/Scrum methodologies; knowledge of English at a level sufficient to understand technical documentation.
2. at least three persons (designated to perform the contract) to act as Front-end Developer, who possess the following competencies:
   1. higher education,
   2. a minimum of five years of professional experience understood as participation in the execution of IT Projects,
   3. at least three years of experience gained within 5 (five) years prior to the bid submission deadline as a Front-end Developer in an IT Project/Projects, with the value of at least one of them being a minimum of PLN 100,000 net,
   4. the experience referred to in point c) includes: knowledge of HTML5, CSS3, JavaScript, TypeScript; knowledge of React and Angular frameworks; ability to design according to Mobile First principles; integration with REST APIs; ability to write unit and end-to-end tests; ability to work with Tailwind CSS and Bootstrap libraries; knowledge of Azure DevOps and version control systems (GIT); knowledge of UI/UX design principles and WCAG guidelines; ability to work in a team using Agile/Scrum methodologies; knowledge of English at a level sufficient to understand technical documentation.
3. At least one person (designated to perform the contract) to act as Mobile Application Developer, who possesses the following competencies:
   1. higher education,
   2. a minimum of five years of professional experience understood as participation in the execution of IT Projects,
   3. at least three years of experience gained within 5 (five) years prior to the bid submission deadline as a Mobile Application Developer in an IT Project/Projects, with the value of at least one of them being a minimum of PLN 50,000 net,
   4. the experience referred to in point c) includes: knowledge of React JS and React Native; knowledge of state management libraries (Redux, Zustand, etc.); knowledge of HTML5, CSS3, JavaScript, TypeScript; experience working in iOS and Android environments; experience in publishing applications to the App Store and Google Play; knowledge of Azure …

5) At least one person (designated to perform the contract) to act as Scrum Master, who possesses the following competencies:

1. higher education,
2. a minimum of five years of professional experience understood as participation in the execution of IT Projects,
3. at least three years of experience gained within 5 (five) years prior to the bid submission deadline as a Scrum Master in an IT Project/Projects, with the value of at least one of them being a minimum of PLN 100,000 net,
4. the experience referred to in point c) includes: skills necessary to obtain at least PSM I or PSM II certifications, ability to read models written in UML2 Foundation notation; experience in supporting project teams involving the roles specified in section 4.1.1.4 of the SWZ (ToR), items 1)–4), 6), knowledge of the Azure DevOps environment in terms of managing IT Projects, ability to optimize decisions based on technical information provided as part of the execution of work, knowledge of issues related to the automation of builds, tests, and deployments 6) At least one person (designated to perform the contract) to act as System Analyst, who possesses the following competencies:

1. higher education,
2. a minimum of five years of professional experience understood as participation in the execution of IT Projects,
3. at least three years of experience gained within 5 (five) years prior to the bid submission deadline as a System Analyst in an IT Project/Projects, with the value of at least one of them being a minimum of PLN 100,000 net,
4. the experience referred to in point c) includes: Ability to model IT systems in UML notation and model business processes in BPMN notation; knowledge of databases and SQL query language; knowledge of web application architecture in .NET technology and JavaScript (React, Angular); knowledge of the Enterprise Architect tool; knowledge of English at a level sufficient to understand technical documentation.NOTE no. 1: Each of the above roles must be performed by different persons. NOTE 2: The Contracting Authority informs that professional experience in the implementation of IT projects will be calculated as follows:
   1. where the Contracting Authority requires a person to demonstrate a 3-year period of experience within the last 5 years prior to the bid submission deadline – the period of a minimum of 3 years of experience must fall entirely within the 5-year period counting back from the bid submission date,
   2. professional experience gained within different IT projects in which the given person participated and which were carried out at the same time – is not subject to aggregation,
   3. professional experience gained in the demonstrated projects in which the given person participated at different times – is subject to aggregation, provided that if the contractor demonstrates projects whose execution periods overlap, the Contracting Authority will count towards professional experience the period from the start date of the earlier project to the completion date of the later project,
   4. in the absence of a specific day and where only the month is indicated, for the purpose of determining the period of professional experience, the Contracting Authority will assume the last day of the given month (for the project start) and the first day of the given month (for the project completion),
   5. in the event that only information about the year of project commencement or completion is provided, for the purpose of determining the period of professional experience, the Contracting Authority will assume December 31 of that year (for project commencement) and January 1 of that year (for project completion) – if it is the same year, the Contracting Authority will not recognize experience for that IT project.NOTE no. 3: Contractors applying for the award of the contract may rely on the capacities of those Contractors who will perform the services covered by the subject matter of the contract for the execution of which these capaciti…
