Redesign of the DIAVGEIA Program - DIAVGEIA III

Economic operators participating in the procedure for the conclusion of the present contract are required to perform an activity related to the subject matter of the contract. Economic operators established in a Member State of the European Union are required to be registered in one of the professional or trade registers maintained in their country of establishment or to satisfy any other requirement set out in Annex XI of Appendix A of Law 4412/2016.

If economic operators are required to possess a special authorization or to be members of a specific organization to be able to provide the relevant service in their country of origin, the contracting authority may require them to prove that they possess such authorization or are members of such organization, or invite them to make a sworn declaration before a notary public regarding the exercise of the specific profession.

In the case of economic operators established in a European Economic Area (EEA) Member State or in third countries that have ratified the GPA, or in third countries not covered by the preceding case and having concluded bilateral or multilateral agreements with the Union on public procurement procedures, they are required to be registered in corresponding professional registers.

Economic operators established in Greece must be registered in the competent professional register, provided that, under the applicable legislation, their registration is required for the service to be awarded. In the case of an association of economic operators, the above requirement must be met by each individual member of the association. [para. 2.2.4 of the Tender Documents].

Regarding economic and financial standing for this procurement procedure, economic operators participating in this procurement procedure are required to have:

• an average general annual turnover for the last three (3) financial years or the financial years during which the economic operator has been active, if fewer than three (2023-2024-2025), at least equal to one hundred percent (100%) of the estimated value of the contract to be awarded, excluding VAT and excluding the estimated value of options. In the case of an association of economic operators, the above requirements are met cumulatively by the members of the association. [para. 2.2.5 of the Call for Tenders].

Technical competence Economic operators involved in the process of conclusion of the present are required to have the appropriate documented and proven professional capacity in the implementation of projects of a similar size and complexity with the project to be awarded. In particular, it is required that during the last three (3) years and until the closing date for the submission of tenders in this case they have successfully completed or have participated with more than 50% (in cases where they participated as members of a company association) in 1.2 (2) or more integrated service contracts, which individually or in combination cover all of the following areas cumulatively:

• Design and Development/maintenance of an Internet Integrated Information System, which operates in public or private government cloud infrastructures;
• Development of an Internet Integrated Information System, in which economic and administrative data are produced and maintained which are used by the individual subsystems (Management of Economic and Human Resources and Administrative Operations) for the production of operations and automated suspension and downloading in the Transgeea system.
• Use of open data/ Disposal of open data via API
• Interoperability with third systems
• Creation of reports and business intelligence (1) at least one contract from the above relevant contracts shall concern an information system that manages more than 500,000 documents per year given that more than 5,500,000 documents are posted annually in the Transgea system.At least one contract from the above related contracts shall have a contractual price, without VAT, at least equal to fifteen per cent (15%) of the estimated value (excluding VAT) of the contract awarded, not including options, i.e. six hundred thousand euros (600,000,00). (If the project has been implemented as a member of a union, only the price corresponding to the participation rate shall be measured. ) 2. At least one (1) contract covering the following fields:
• gathering content from the Internet in conjunction with large data volume analysis.
• export data using learning engineering algorithms and/or artificial intelligence 3. At least one (1) contract that has as object, basic or inter alia, the transformation/relocation of an information system of corresponding size and complexity with the present in a public computing cloud environment (e.g. Microsoft Azure Cloud or Oracle Cloud Infrastructure) ensuring the high availability and response of the system.In the case of an association of economic operators, the above requirements shall be cumulatively covered by the members of the association. *In order to ensure a satisfactory level of competition, account may be taken of the elements of contracts carried out before the last three years and not more than five (5) years from the date of the tender. [paragraph 2.6.1 of the Declaration].Professional Competence – Project Group The economic operators involved in the process of conclusion of the present are required to have a Project Group with staff sufficient in number and skills for the effective execution of this Convention which shall consist, on an exclusion penalty, at least of executives with the skills referred to in paragraph 2.6.2 of the Declaration.
