What the buyer wants
Sassia Oy is preparing a dynamic joint purchasing system for its owner customers, which is designed to compete and acquire different ICT services by joint procurement or by individual subscriber (described in more detail in the section on Acquisition or component). This is a request for information inviting willing bidders to comment on the future dynamic purchasing system for basic information technology services and to express their willingness to engage in potential future market dialogues.
The structure of the request for information will follow the structure of the future notice of participation and the invitation to tender. The questions in the request are set out in the criteria for the subject of the acquisition where you can also leave free comments. This dynamic purchasing system can be used by all Sansian owner customers (updated listing https://www.sansia.fi / company / owners / html).
A dynamic purchasing system may be applied for following a notice of participation For the entire duration of the scheme, the tenderer shall submit an application for participation. A candidate may submit an application to participate in the scheme, although not all the services mentioned above are included in the applicant's range of services. Access to the system does not mean direct participation in procurement. Only candidates admitted to the scheme are entitled to submit tenders at the acquisition stage.
The contract-specific requirements, descriptions and other documents may be displayed on a competitive basis at the time of opening of the tendering procedure to tenderers admitted to the dynamic system. The existing contracts, i.e. contracts already tendered, cannot be submitted before the tender is reopened. Competitive services, minimum requirements and conditions for services and subscribers are always defined separately in each invitation to tender within the procurement system, as appropriate.
Competitions may consist either of individual calls for competition for one or more subscribers. The contractual structure will be based on the Sansian contractual models and the JIT2025 contract terms. The duration of the dynamic purchasing system will be defined at a later stage, but may be, for example, between 5 and 10 years. The request for information is not a contract notice or a invitation to tender, but a request for information for potential tenderers.
The purpose of the call for information is to identify markets and collect information and comments from suppliers in order to allow for the appropriate implementation of any future invitation to tender. The request for information shall not, nor shall any tenders be submitted. Comments and supplementary questions submitted to the contracting entity shall not be answered.
The request for information shall not oblige the contracting entity to carry out the actual procurement or to carry out the procurement as described in the request for information. The contracting entity shall not be obliged to take into account the replies received from the request for information when drawing up the invitation to tender. Those responding to a request for information shall not be compensated for responding to a request for information or for attending a potential market dialogue event.
Responding to a request for information shall not be binding on the supplier to participate in the tender, nor shall it be necessary to participate in the tender itself at a later stage. Responding to or not responding to a request for information shall not affect the status of the tenderer in the tender itself.
