What the buyer wants

KVB intends to replace its existing SAP HCM landscape, which is also used for the group company KSG, by means of a carve-out and transform it to SAP SuccessFactors as a full-cloud solution.

The contract covers the preparation, implementation, and operational phases, in particular conceptual design and preparation of the requirements specification, implementation, configuration and customizing, data migration, integration and interface adaptation, testing, training, project management, change management support, go-live and hypercare, as well as subsequent support during live operations.

Modules to be implemented in particular include Employee Central, Employee Central Payroll, Time Tracking, Learning, Onboarding, and WalkMe Premium for SuccessFactors. Systems to be incorporated in particular are SAP S/4HANA, SAP Integration Suite, and SAP BW on HANA. The required SuccessFactors licenses are already available and are not part of the contract. In addition, an optional contingent of up to 1,000 person-days (maximum/estimated quantity) is planned for supplementary services.

Full live operation is scheduled to commence by June 1, 2028, at the latest. The details concerning the scope of services and mandatory requirements can be found in the specification of services and the other procurement documents. The following mandatory minimum requirements or knock-out criteria apply to the tendering phase:

  1. The personnel deployed to provide the services must possess sound to long-standing, comprehensive, and in-depth experience and knowledge regarding SAP HCM and SuccessFactors. The bidder must guarantee this in its tender.
  2. The bidder must guarantee that the provision of services corresponds to the current state of the art and accepted technical standards, as well as the principle of sensible, expedient, and economic use, also with regard to further costs, in particular operating costs. In cases of justified doubt, compliance with these requirements must be demonstrated at the contractor's expense.
  3. The project language is German. All documentation, minutes, reports, planning, and training documents must be drafted entirely in German. Meetings, workshops, and training sessions must be conducted in German. The specialist staff deployed must have a fluent written and spoken command of the German language. If German is not their native language, at least a German language certificate at level C1 according to the Common European Framework of Reference is required.
  4. All employees of the bidder, including external subcontractors and freelance staff, must comply with the provisions of the General Data Protection Regulation. The bidder may only deploy persons for whom a written declaration of consent to comply with the General Data Protection Regulation is available.
  5. The proposed solution must in particular meet the requirements of the General Data Protection Regulation, the German Federal Data Protection Act (BDSG), the Principles for the Proper Keeping and Preservation of Books, Records, and Documents in Electronic Form and Data Access (GoBD), and other statutory retention and documentation obligations.
  6. Completed personnel-related processes, datasets, documents, and records may only be deleted or archived after the expiry of the applicable statutory or professional retention periods. The corresponding process must be legally compliant, audit-proof, and documented via procedural documentation. Failure to meet any of these minimum requirements will result in exclusion of the tender. The individual and sub-criteria, their weighting, the evaluation methodology including the price-performance correlation, the scoring scale, any minimum point thresholds, as well as the information and evidence to be submitted will be provided uniformly to the selected applicants together with the invitation to submit an indicative initial tender. They substantiate the aforementioned award framework.
