What the buyer wants
The Department of Defence Logistics (hereinafter "the Contracting Entity ') requests your request to participate in the acquisition of the SATKAT system for the Defence Forces in accordance with this request for participation and its annexes. The object of the acquisition is the SATKAT information system for space imagery. SATKAT will be collected and transferred through the implementing gateway to the SATKAT satellite database. The main cases of system operation are described in the Annex: 4.
It shall include the demonstration and methodology of the use cases to be carried out by the tenderer at the bidding stage as required in the invitation to tender and a description of the scoring. The document will be notified during the application phase in order to provide companies with information on the main content of the forthcoming invitation to tender and the documents required in Annex 4 need not be submitted as an annex to the application for participation.
It allows companies to prepare for the provision of a technically demanding system by providing information on the initial analysis of resources, potential partnership and product needs and innovative solutions. The technical specification of the subject matter of the procurement and the product structure are set out in the invitation to tender. Acquisition of the SATKAT system consisting of:
- Production of a satellite catalogue
- Production of system software a. Software for maintaining and operating the satellite catalogue c. b. Production of the programming interface (API) (export of data to the catalogue)
- The definition and implementation of the corridor as described in the invitation to tender.

- System Training 6. System Support and Maintenance The delivery will include the installation of the technical system, its installation, integration, testing and approval, documentation and training, and support and participation in the installation of the system in the laboratory, production testing and operational environment. The supplier produces the services provided under the contract primarily in Finnish.If the work requires work in military facilities, the candidate undertakes to provide services in military designated premises in Finland. In addition to the actual working spaces, the candidate agrees to provide services in other military facilities in Finland, if required by the Defence Forces.The supplier must produce the capability to develop, integrate, maintain, bug and interfere with the system in Finland in order to ensure its military security of supply. The supplier must be able to provide these services in Finland in all disruptions, including exceptional circumstances such as war. The SATKAT information system will be built on-demand air gap environment.It is not possible to allow a limited link with trusted sources on the Internet to the environment. The acquisition also includes a system support and maintenance agreement.The support and maintenance agreement will include user support during use of the system, regular system updates, software maintenance services including software maintenance / modification, installation and configuration services in the customer environment and, if necessary, separately, the failure repair and switching service for the equipment specified in the invitation to tender / contract.
