Scene Oy requests to participate in the dynamic purchasing system (DPS), which targets the Safe Communications Service. The subject-matter of the DPS is described in more detail in the invitation to participate and its annexes, in particular the subject-matter of the Dynamic Procurement Scheme.
The dynamic purchasing system is divided into 12 different baskets (sub-areas): 1: Security mail: technology, licences, chassis services and ready-made solutions 2: Waste mail representative filtering: technology, licences, platform services and solutions 3: DMARC reporting: technology, licences, platform services and ready-made solutions 4: E-mail protection: technology, licences, platform services and solutions 5. Security forms: technology, licences, chassis services and solutions 6.
Safe workspace: technology, licences, chassis services and solutions 7. Safe instant communication: technology, licences, platform services and ready-made solutions 8. Safe file transfer: technology, licences, platform services and manufacturing solutions 9. Critical communication: technology, licences, platform services and solutions 10. Isteki Oy reserves the option to set up baskets 10-12 during the period of validity of the dynamic purchasing system. Baskets 10-12 can include technologies, licences, chassis services and ready-made solutions for a secure communications service.
The purpose of baskets 10-12 is to allow for a flexible response to market developments and technological changes in secure communications services. The dynamic purchasing system may be applied for by any candidate meeting the eligibility criteria indicated in the ESPD form and in the invitation to participate. The dynamic purchasing system shall approve all candidates who meet the compatibility criteria set out.
All interested candidates may, throughout the duration of the dynamic purchasing system, request the right to participate in the dynamic purchasing system. The number of candidates eligible for the dynamic purchasing system is not limited. The candidate applies to the dynamic purchasing system by submitting an application for participation. Isteki Oy may choose to shorten or extend the duration of the dynamic purchasing system by publishing a contract notice.
Isteki Oy can also increase the value of the contract by publishing a contract notice. The dynamic purchasing system will be closed annually for July after the start-up phase. In addition, Isteki Oy reserves the right to temporarily suspend the submission of requests to participate in the dynamic purchasing system during its duration (e.g. holiday periods). During this period there will be no competitive tendering within the dynamic purchasing system.
