What the buyer wants
SKI hereby offers a dynamic purchasing system for Trade Systems (02.19 Trade Systems) The system includes one category of procurement: Trade Systems, supplied as Software as a Service (SaaS). Professional systems are provided as "Software as a Service" (SaaS). Users subscribe to the software and access it via the Internet or through the supplier's application program interfaces.
Professional systems shall support case-handling / task-solving of one or more of the customer's tasks / services within one or more of the services listed below. The customer's needs determine which area (s) of benefit is covered by the specific procurement. A specific procurement may cover several of the benefits listed below.
Professional systems such as SaaS are characterised by "on-demand services" which are owned, developed, maintained, managed and operated by the supplier, or by the service owner's subcontractor. Services must be fully developed. Thus services cannot be offered in the dynamic purchasing system, which is developed or developed specifically for the customer. The content of the service must be suitable for use in the Danish public sector.
In addition, the purchase of services must include the implementation of the service (take-over at the time of switching a service and start-up at the start-up of a service) and termination of the service (at the end of the supply contract). Implementation and termination are part of the total service.
Thus, services are generic ready-developed solutions that meet similar needs across customers, although these can be simply and quickly scaled and configured to the specific customer's IT environment, e.g. in terms of capacity, number of users or user rights, etc. Thus, the dynamic purchasing system cannot acquire services intended to be developed for each customer in the light of its needs.
The system covers all services and services relating to the acquisition of professional systems within the benefit areas listed below. The areas of benefit are based on form services. Reference is made to Annex C for a review of the covered benefit areas. It is voluntary for all SKI customers listed in Annex B, Customer List, to make use of the dynamic purchasing system when acquiring professional systems "as a Service.".

Applicants must submit the single European tender document (hereinafter ESPD) with the following information in Section B: Economic and financial standing:
- In total annual turnover, the total annual turnover of the applicant for the last financial year available is given. If the applicant is based on the capabilities of other entities, this shall be indicated in Part II, Section C of the ESPD: Information on the utilisation of the capacity of other entities. The other entity (s) shall each complete and sign a separate ESPD containing the required information.Where the applicant is part of a consortium, this shall be indicated in Part II, Section A of the ESPD: Information about the economic operator, in the field "Participation in the procurement procedure with others', and each participating economic operator shall complete and sign a separate ESPD containing the information required. The economic and financial suitability requirements:
- A minimum requirement is that the applicant has had a net turnover of a minimum of DKK 5 million excluding VAT during the most recent financial year available. The" last available financial year 'means the last financial year closed in accordance with the rules and practices applicable to the presentation of the accounts by the applicant at the time of the application deadline. In the case of an association of economic operators (e.g. a consortium), the total net turnover of the applicant shall be calculated as the sum of the net turnover of the association. Where the applicant is based on the economic and financial capacity of other economic operators, total net turnover shall be calculated in the same way as for an association of economic operators. The above information shall be provided in the Single European Procurement Document (hereinafter ESPD). If an applicant fails to meet the above economic and financial standing requirements, the applicant will not be admitted to the system. However, an applicant may, at any time, re-apply for admission to the system if the applicant's financial circumstances change. The ESPD shall act as a provisional proof that the applicant meets minimum eligibility requirements for economic and financial capacity. Prior to the award of a supply contract on the basis of a concrete procurement from a customer in the system, the tenderer to whom the customer intends to award the supply contract shall provide evidence that the information contained in the ESPD on economic and financial standing is correct. When required by the customer, the following evidence of economic and financial standing must be provided:
- Annual Accounts (or extracts thereof) from the last available financial year at the time of the request for supporting documents, indicating the total annual net turnover declared in the ESPD. Or
- If the net turnover is not shown in the financial statements, the net turnover may be documented by means of a declaration of intent that the annual net turnover and / or the degree of soundness of the last available financial year is correct, signed by a bidder.
Applicants must submit the single European tender document (hereinafter ESPD) with the following information in Section B: Economic and financial standing:
- Under "Financial ratios", the applicant's total own funds for the last financial year available are given.
- A minimum requirement is that the applicant has had positive own funds during the last available financial year. The" last available financial year 'means the last financial year closed in accordance with the rules and practices applicable to the presentation of the accounts by the applicant at the time of the application deadline. For an association of economic operators (e.g. a consortium), the total own funds of the applicant shall be calculated as the sum of the own funds of the group. Where the applicant relies on the economic and financial capacity of other economic operators, total own funds shall be calculated in the same way as for an association of economic operators. The above information shall be provided in the Single European Procurement Document (hereinafter ESPD). The ESPD shall act as a provisional proof that the applicant meets minimum eligibility requirements for economic and financial capacity.Prior to the award of a supply contract on the basis of a concrete procurement from a customer in the system, the tenderer to whom the customer intends to award the supply contract shall provide evidence that the information contained in the ESPD on economic and financial standing is correct. When required by the customer, the following evidence of economic and financial standing must be provided:
- Annual accounts (or extracts thereof) from the last available financial year at the time of the request for supporting documents, indicating where the own funds declared in the ESPD are shown.
It is a minimum requirement that the Applicant provide 2 references to specific deliveries that: o Has been carried out within the last 3 years from the application deadline o Concerned with the provision of an equivalent service, see below o Have a value of at least DKK 100,000 excluding VAT for that part of the supply within the 3 years preceding the application deadline.
A similar service means services within one or more of the following services, as defined in Annex C, the object of the system, to the contract documents. Information on this shall be provided in Section C. of Part IV of the ESPD form; One reference shall cover all or part of a specific delivery under one contract. Thus, one reference cannot cover several contracts, regardless of whether the beneficiary is the same.
As one reference must include a specific delivery, the reference cannot include a framework agreement. However, one reference may cover all or part of a specific supply under one contract based on a framework agreement. The contract, which the applicant indicates as a reference, may have started earlier than 3 years before the application deadline and / or run beyond the application deadline, but only the part of the contract carried out during the last 3 years before the application deadline may be considered.
Applicants must therefore only describe and indicate the value of the part carried out during the period during the 3 years preceding the application deadline. The applicant shall state in his declaration in the ESPD that the value of the part of the contract carried out during the period during the three years preceding the application deadline has been described and indicated only. For each reference:
- A brief description of the delivery, indicating the area of performance (s) referred to in Annex C to the contract documents contained in the delivery. SKI invites the applicant to keep the description concise and precise.
- the value of the part of the service provided during the period during the three years preceding the application deadline.
- a start and end date of the contract.
- the recipient, i.e. the customer's name. In the case of an association of economic operators (e.g. a consortium), only two references must be documented. Similarly, applicants shall be based on the technical and professional capacity of other economic operators.Where the tenderer is based on the capabilities of other entities, this shall be indicated in Part II, Section C of the ESPD: Information on the utilisation of the capacity of other entities. The other entity (s) shall each complete a separate ESPD with the required information.Where the tenderer is part of a consortium, this shall be indicated in Section A of Part II of the ESPD: Information on the economic operator, in the field "Participation in the procurement procedure with others? 'and each participating economic operator shall complete a separate ESPD with the required information. The references given in the ESPD constitute final evidence of technical and professional capacity, in accordance with Sections 151 and 152 of the Law on Procurement. Therefore, the applicant does not have to provide further evidence of the information contained in the references. However, contracting entities reserve the right to carry out a verification of the accuracy of the information contained in the specified references, including with the applicant and / or the operator to whom the reference relates.
