Tender with negotiation for IT consultancy services for the Church of Denmark

The Applicant must state the up to three (3) references that the Applicant considers most comparable to the overall description of this tender procedure, including the relevant lot, cf. Section 1.3, and which individually or collectively fulfill the minimum requirements, cf. below. In Section 2.6.2, the Contracting Authority has highlighted what the Contracting Authority will evaluate positively in connection with selection.

In addition, the Applicant must state the period(s) during which the service was performed (start and end dates). Furthermore, the description may state the value of the reference (the contract value in DKK) as well as a reference person (client name, including contact person and their telephone number). If more references are provided, the Contracting Authority will only evaluate the three (3) most recent references. Most recent means ongoing references, or references ending closest to the tender deadline.

If multiple references are ongoing, the Contracting Authority will evaluate the references with the most recent start date. For references with an older start date, but where services (subtasks) have been completed within the past three (3) years, the Contracting Authority will only evaluate the services (subtasks) that the Applicant has completed within the past three (3) years calculated from the application deadline.

It is the Applicant's responsibility to specify the content of the reference so that it clearly appears which services (subtasks) are involved. Minimum suitability requirements: It is a minimum requirement that: The Applicant documents at least one (1) reference demonstrating experience with IT consultancy services of the same or equivalent nature as the lot for which prequalification is being applied for.

The reference must cover the provision of relevant IT consultancy services over a continuous period of at least two (2) months. The requirement applies to both lots, but experience must only be documented within the lot being applied for:

• Lot 1 – Cloud Platform (Microsoft Azure): The reference must document experience with the development and/or further development of cloud-based solutions on Microsoft Azure, including the use of relevant Azure services as well as cloud architecture and security. The relevant Azure services and professional areas are set out in the description of Lot 1 in Section 1.3.
• Lot 2 – Integration and Security: The reference must document experience with the development and/or further development of integration solutions between internal and/or external systems, including secure data exchange. The relevant technologies and professional areas are set out in the description of Lot 2 in Section 1.3.The references must relate to services performed within the past three (3) years calculated from the date of the application deadline. The Contracting Authority will disregard references completed more than three (3) years before the application deadline.The minimum requirement per lot may be fulfilled by one reference containing the above-mentioned services or by a combination of references from multiple clients, provided that the references collectively demonstrate that each of the mentioned services has been performed for at least one (1) client.It should be noted that the above criteria for suitability, selection, and documentation may be amended in connection with answers to submitted questions or the publication of any corrigenda, provided this is done within the framework of public procurement law.Selection among multiple suitable applicants: From among the compliant applicants who fulfill the above suitability and documentation requirements, up to three (3) applicants will be selected on an objective basis and invited to submit tenders, provided that three (3) compliant and suitable applications are received.If the above number of compliant and suitable applications is not received, the Contracting Authority will select the applicants who are compliant …
