- The subject of the contract is a comprehensive strengthening of cybersecurity in the IT area in the Municipality in the area of water supply infrastructure. The aim of the project is to implement modern infrastructure and data security systems of the Contracting Authority. The Contracting Authority expects the provision of IT systems, commissioning (including installation and parameterisation), conducting a staff instruction. Training for workers will be an additional element in strengthening cybersecurity.

- O udzielenie zamówienia mogą ubiegać się wykonawcy, którzy spełniają warunki udziału w postępowaniu dotyczące: 1.1. Zdolności do występowania w obrocie gospodarczym. Zamawiający nie stawia w tym zakresie szczegółowych warunków, które spełni Wykonawca. 1.2. Uprawnień do wykonywania określonej działalności gospodarczej lub zawodowej, o ile wnika to z odrębnych przepisów.Zamawiający nie stawia w tym zakresie szczegółowych warunków, które spełni Wykonawca. 1.3. Sytuacji ekonomicznej lub finansowej. Zamawiający nie stawia w tym zakresie szczegółowych warunków, które spełni Wykonawca. 1.4. Zdolności technicznej lub zawodowej. 1.4.1.Zamawiający określa, że ww. warunek zostanie spełniony, jeśli Wykonawca wykaże, że w okresie ostatnich 3 lat przed upływem terminu składania ofert (a jeżeli okres prowadzenia działalności jest krótszy – w tym okresie), wykonał (a w przypadku świadczeń powtarzających się lub ciągłych nadal wykonuje) należycie:
- 3 zamówienia polegające na dostawie i wdrożeniu serwerów, każda na kwotę min. 100 000 zł brutto (wyżej wskazana kwota minimalna dotyczy konkretnie wskazanego warunku, a nie wartości całego projektu w ramach którego realizowano ww. warunek)
- 3 zamówienia polegające na dostawie i wdrożeniu urządzeń sieciowych (NGFW, przełączniki), każda na kwotę min. 100 000 zł brutto (wyżej wskazana kwota minimalna dotyczy konkretnie wskazanego warunku, a nie wartości całego projektu w ramach którego realizowano ww. warunek) 1.4.2. Warunek zostanie spełniony, jeśli wykonawca wykaże, że dysponuje lub będzie dysponował osobami, które będą uczestniczyć w realizacji zamówienia tj. co najmniej jedną osobą:
- certyfikowanego (przez producenta lub inną uprawnioną jednostkę certyfikującą) inżyniera/specjalisty od wdrożeń zaoferowanych serwerów,
- certyfikowanego (przez producenta lub inną uprawnioną jednostkę certyfikującą) inżyniera/specjalisty od od wdrożeń zaoferowanych urządzeń sieciowych (przełączniki, NGFW, AP WiFi, itp.)
- certyfikowanego (przez producenta lub inną uprawnioną jednostkę certyfikującą) inżyniera/specjalisty od wdrożeń zaoferowanych macierzy,
- ekspertem ds. cyberbezpieczeństwa IT/audytora wiodącego, który posiada:
- doświadczenie zawodowe związane z audytowaniem w obszarze cyberbezpieczeństwa tj. realizację co najmniej dwóch audytów w zakresie cyberbezpieczeństwa i zgodności z KRI, oraz
- przynajmniej jeden ważny certyfikat lub równoważne poświadczenia (np. kwalifikację zawodową) potwierdzające wiedzę i doświadczenie w przeprowadzaniu audytów zgodnie z normami ISO/IEC 27001, ISO/IEC 27002 lub równoważnymi,
- Zamawiający dopuszcza łączenie funkcji określonych w lit. a -d.
- Wszystkie osoby skierowane do realizacji niniejszego zamówienia muszą posługiwać się językiem polskim. W przeciwnym wypadku Wykonawca zapewni na czas realizacji zamówienia tłumacza języka polskiego.
- Wymieniony powyżej skład personelu Wykonawcy należy traktować, jako minimalne wymagania Zamawiającego i nie wyczerpuje on całości personelu niezbędnego dla rzetelnego wypełnienia obowiązków Wykonawcy. Wykonawca powinien dostarczyć ww. osobom niezbędne wsparcie i pomoc ze strony innych specjalistów, która może być niezbędna do właściwego wykonania przedmiotu zamówienia. Koszty operacyjne i wynagrodzenie całego personelu muszą być zawarte w cenie oferty.
- W przypadku Wykonawców wspólnie ubiegających się o udzielenie zamówienia, spełnianie powyższych warunków Wykonawcy wykazują łącznie
- Przez certyfikaty równoważne (lub dokumenty równoważne dla certyfikatów), o których mowa powyżej Zamawiający rozumie certyfikat, który jest analogiczny co do zakresu z przykładowymi certyfikatami wskazanymi z nazwy dla danej roli, co jest rozumiane jako certyfikat dotyczący: analogicznej dziedziny merytorycznej wynikającej z roli której dotyczy certyfikat; analogicznego stopnia poziomu kompetencji; analogicznego poziomu doświadczenia zawodowego wymaganego do otrzymania danego certyfikatu;
