What the buyer wants
The introduction of the “Medicines Act, the Pharmacy Practice Act and the Veterinary Surgeons Act” in 2006 established the basis for strengthening the technical possibilities for prescribing and dispensing veterinary medicinal products for animals in Denmark. Since then, there has been broad support for a common digital solution for veterinarians, pharmacies, Section 39 veterinary retailers, and public authorities, most recently highlighted in the Food and Veterinary Agreement 2024-2027.
Today, veterinary prescriptions continue to be handled largely via paper, fax, or PDF. This results in manual workflows, an increased risk of errors and inadequate documentation, as well as more difficult and resource-intensive regulatory oversight.
The purpose of this procurement procedure is therefore for the Supplier to develop the Veterinary Prescription Solution (DVR or the Solution), which is intended to improve security and quality throughout the entire process from prescription issuance to the dispensing of medicinal products.
The Solution must make it possible to optimize workflows and create an unbroken, protected digital flow of prescription data, thereby ensuring confidentiality, integrity, and traceability to the benefit of animal owners, veterinarians, pharmacies, and authorities. Each year, approximately 1.1 million prescriptions are issued for animals (production animals and companion animals).
Denmark has a total of around 6,000 authorized veterinarians, of whom approximately 2,650 are active veterinarians spread across roughly 1,000 veterinary practices. In principle, all authorized veterinarians can issue prescriptions. Medicinal products for animals are distributed via the country's pharmacies as well as specialized Section 39 retailers.
The Danish Medicines Agency's list of retailers of veterinary medicinal products for production animals currently comprises approximately 85 pharmacies and a small number of authorized companies (currently 4 Section 39 retailers) with permits and qualified professional staff (pharmacists and pharmaconomists) to sell, dispense, and provide information on medicine for production animals.
There are approximately 45,000 agricultural holdings with livestock registered in the Central Husbandry Register (CHR) under the Danish Veterinary and Food Administration. In addition, Denmark has a large population of companion animals and pets. It is estimated that there are around 810,000 dogs and 730,000 cats in Danish homes. In addition, there are approximately 177,000 horses, primarily kept for hobby and sports purposes.
The Supplier must develop the complete Solution, which will consist of the DVR Solution and the Master Data Solution. The development task for the DVR Solution comprises three main components:
- The DVR application, which handles the core business logic,
- DVR services, which expose the necessary services for use by external user systems, and
- DVR online (option), which constitutes a web user interface for prescription issuance. The development task for the Master Data Solution comprises three main components:
- Master data loaders, which handle data ingestion from master data sources,
- Master data database, which stores the consolidated master data, and
- Master data services, which expose master data for use by the DVR Solution and external user systems. The procurement also covers the delivery of the necessary services and integration capabilities that support integration with relevant master data sources as well as the integration of external user systems with the DVR Solution, including veterinary practice systems, Section 39 veterinary retailer systems, and pharmacy systems. The external user systems do not form part of the solution. Furthermore, the Supplier must deliver a solution that supports security and logging. This includes the security and logging mechanisms necessary to protect prescription data and master data and ensure traceability within the Solution. The pr…

Applicants shall provide an ESPD in which the applicant shall list the most significant equivalent supplies of services provided by the applicant during the last three years, indicating the amounts, times and recipients. A minimum requirement is that applicants must attach at least one reference demonstrating relevant experience with similar services of a comparable nature to the contract. In the case of several references, the references shall together document this.
Similar services of a comparable nature are services wholly or partly related to the development, supply, integration, maintenance and support of business-critical IT solutions with a complexity comparable to the veterinary prescription solution. Only references carried out within the last 3 years, calculated from the application deadline, will be included in the assessment.
Please note that if the reference is performed / performed on an ongoing basis (e.g. under an open contract), only the part of the services performed during the last 3 years before the end of the application period is included in the assessment of the reference. Thus, if part of the benefits has not been provided within the last three years or before the application deadline, this part will not be included in the assessment.
It is therefore important that the applicant clearly indicates the part (e.g. in terms of size, value, quantity, volume, etc.) of an ongoing reference carried out during the last three years and before the application deadline. In the case of associations of candidates (consortium), each member of the association shall attach to it a separate ESPD comprising the above-mentioned declarations, if that consortium participant wishes its references to be included.
If the applicant is based on the technical and professional capacity of other entities (e.g. subcontractors or entities within the same group, including parent, sister or subsidiaries), each of these entities shall attach a separate ESPD including declarations of technical and professional capacity made available by the entity to the applicant (and not other technical and professional capacity). The reference list shall be deemed to be the final proof of the applicant's references.
An applicant who is included in an official list of approved economic operators in the EU Member State in which the applicant is established may, provided that inclusion in the list demonstrates compliance with the minimum requirements laid down, instead submit to the contracting entity a certificate of registration issued by the competent authority referred to in section 152 (4).
SELECTION If more suitable requests than the requested number are received, the procuring entity will select the specified number on the basis of an objective estimate, with emphasis on technical and professional capacity in terms of the most relevant references in relation to the services covered by the contract. The extent to which the references together demonstrate relevant experience with comparable services compared to the contract is assessed.
Similar services of a comparable nature are services wholly or partly related to the development, supply, integration, maintenance and support of business-critical IT solutions with a complexity comparable to the veterinary prescription solution. Particular attention will be paid to relevant experience in:
- developing and delivering customer-specific business critical IT solutions;
- Development of web-based user interfaces for professional users
- Development of key business logic and transaction-based processes
- Development of APIs for external systems
- Complex integration landscapes with multi-stakeholder groups and system types
- Maintenance and support In addition, it will be positively assessed that applicants' references document relevant domain knowledge in the pharmaceutical or veterinary field.
