SAP slips as Espoo leads ERP payroll buying
Espoo’s €8m HRM and payroll tender leads a thin-field market where SAP has fallen 38% below its twelve-week run rate.

The bigger pattern is not a broad surge in ERP buying but a rearrangement of the work. There are 64 notices from 61 buyers across 16 countries, with 40 still carrying an open deadline. Support, licences and implementation are running above their twelve-week norms, while custom development and body leasing have dropped sharply.
Where this market is going
That makes the current 2.09% share a retreat from the September high, not evidence of a smooth decline. Raw notice counts are affected by collection coverage, so the commercially relevant reading is the coverage-neutral share fall, not the change from 45 notices in the prior-year window to 64 now.

How hard the competition is
This is not a market in which broad competitive auctions can be assumed. On the 15 procedures with measured competition, 47% drew a single bid and SMEs accounted for 55% of bids. Price was the stated award criterion in 29 procedures, against 7 using quality and 4 using cost, but 24 did not state a criterion. In the thin Polish and Spanish fields, a bidder should secure eligibility and resourcing before discounting; in Finland, it should spend the effort on proving why its operating model and technical design will survive scrutiny.

What is driving it
The next finance-platform triggers mean both product procurement and compliance work. The Solvency II Review requires insurance supervisors and insurers to adapt reporting and risk frameworks, with transposition due on 29 January 2027 and application from 30 January 2027. Bank-account registries extend scope on 10 July 2027, while BARIS interconnection is due by 10 July 2029, requiring searchable mechanisms and immediate access for financial intelligence units. The EU AML package also applies from 10 July 2027. Those obligations create demand for data models, integration, controls and reporting changes before they become an argument for replacing a platform outright.

Whose technology is being named
Oracle has 2 notices across 2 countries, with no movement delta reported. IBM Cloud, Asseco, Dedalus Healthcare and VMware each have 1 notice in 1 country, also without a movement delta. Repeat demand is concentrated enough to matter: Centrum Usług Informatycznych we Wrocławiu has 2 tenders for budget, finance, accounting and HR-payroll ERP; Stadtwerke Forchheim has 2 for an integrated ERP and billing system; and Universitätsklinikum Essen has 2 SAP Rise procurements. These are accounts for structured pursuit, particularly where the incumbent’s position is being tested through support or cloud terms rather than a complete replacement.

Pages the writer read for context while drafting this column. The figures above come from the notices, not from these.
The next bids will turn on whether SAP’s reduced notice presence becomes a sustained opening and whether compliance-led data work is packaged as implementation, support or a platform replacement. Pursue the repeat buyers early, but tailor the qualification strategy to the national bid depth rather than assuming a single European playbook.
Method
Built from 64 public procurement notices published between 2026-09-25 and 2026-10-02, classified into the ERP & Finance Systems vertical. Every figure on this page is computed from those notices; the commentary is written around them. Sources: bzp, doe, ted.
