CVTI SR’s €2.53bn data-centre tender dominates the week
A Slovak research-data build dwarfs disclosed values, while thin national bid fields make qualification and delivery capacity more important than price alone.

Centrum vedecko-technických informácií Slovenskej republiky has issued a €2.53bn tender for the digital transformation and modernisation of its ICT infrastructure and systems. It is the largest disclosed tender in this set, and it is not a generic refresh: the buyer is modernising research data-centre infrastructure for computing, storage and links to research services including the European Open Science Cloud.
That single buyer changes the reading of a 78-notice window. There are 49 notices still open to deadline and 17 published awards, but the immediate question for suppliers is whether they can qualify for the very large infrastructure programmes while retaining delivery capacity for smaller server, support and workplace procurements.
Where this market is going
Cloud and infrastructure accounts for 2.59% of the classified corpus now, a fall of 0.29 percentage points on the coverage-neutral measure. Do not mistake the current 78 notices for market growth: raw counts are affected by collection coverage, whereas the share measure says the vertical has lost ground.
The monthly shape is lumpy rather than steady. Share moved from 2.22% in September to 2.25% in October and November, then 2.15% in December. It jumped to 2.87% in January, eased through 2.68% in February, 2.58% in March and 2.47% in April, before recovering to 2.49% in May, 2.74% in June and 2.97% in July. August fell back to 2.63%, and the latest 2.59% reading remains below that peak.

How hard the competition is
The blended bid average is 2.2, measured on 13 procurements, but the country split is the commercial signal. Poland averages 2.5 bids, while Germany and Czechia each average 2. None of those reported markets looks crowded. In these thin fields, the constraint is qualification, credible delivery capacity and the ability to clear technical and contractual gates, not price alone.

Financial-infrastructure deadlines should shape account plans before notices appear. The Solvency II Review has a transposition deadline of 29 January 2027 and applies from 30 January 2027, requiring insurers and supervisors to adapt reporting and risk frameworks. Bank Account Registries and BARIS apply from 10 July 2027, with national mechanisms identifying specified account and safe-deposit-box holders or controllers and BARIS interconnection due on 10 July 2029. These are both product and compliance opportunities: data platforms, secure integration and reporting tooling will sit alongside the control, process and data-governance work.
