Adif’s GSM-R core reset sharpens the network bid market
Adif’s network-core tender leads a lumpy surge in networking notices, while country-level bid depth shows where quality matters and where delivery capacity wins.

That tender lands alongside CAIH’s €415m framework for secure network equipment, integration and maintenance, making France’s largest deal a framework-led route while Spain is buying into operational railway communications. Across the window, there are 384 notices from 333 buyers, but the commercial signal is not volume alone: networking’s coverage-neutral share is 11.05%, a rise of 6.63 percentage points.
Where this market is going
The offer mix explains part of the break. Connectivity and telecom notices reached 68, 670% above the twelve-week average; hardware supply reached 239, 277% above; support and maintenance reached 37, 628% above; and licences and SaaS reached 27, 776% above. For bidders, this is a window to combine equipment, lifecycle support and managed connectivity rather than treating the surge as a pure hardware cycle.

How hard the competition is
Spain averages 1.9 bids and Czechia 1.6. In those thinner fields, the constraint is qualification and delivery capacity, not price alone: prove local service cover, implementation resources and operational accountability before trying to win on discount. Across the 104 competitions measured, 43% drew a single bid and SMEs accounted for 63% of bids. That points to a market where access to the requirement and ability to deliver are often more decisive than a large-field price contest; the data does not identify awardees by firm size.

What is driving it
The next financial-infrastructure cycle is also visible in the calendar. The Solvency II Review requires supervisors and insurers to adapt reporting and risk frameworks, with transposition by 2027-01-29 and application from 2027-01-30. Bank-account registries extend scope from 2027-07-10 and BARIS interconnection is due by 2029-07-10; the EU AML Package also applies from 2027-07-10, with AMLA direct supervision from 2028-01-01. These are compliance programmes that will create product procurement where buyers need secure data flows, connectivity and infrastructure refreshes to meet the obligation.

Whose technology is being named
The named-vendor data does not attribute suppliers to the largest-tender list, so no vendor can credibly be attached to CAIH’s secure-network framework or Adif’s GSM-R core renewal from this payload alone. There is, however, a visible product-level contest in Ukraine: Військова частина А5173 has three notices, including a TP-Link Omada ES224G switch requirement. Cisco’s breadth and MikroTik’s concentrated rise are openings for rivals to target, while the absence of negative vendor deltas means displacement should not yet be inferred from notice mentions.

The biggest tenders
The €857.6m total covers only the 211 notices that published a value in EUR, not the size of the market. Within that subset, CAIH leads with a €415m framework for secure network equipment, integration and maintenance; Adif follows at €181.3m for its GSM-R core; Národná agentúra pre sieťové a elektronické služby has a €37.9m network and ICT-components purchase; Regione Toscana has a €28.1m framework for network and security upgrades; and BELNET records €27m in communications infrastructure. Adif’s five notices and Regione Toscana’s three suggest that these are buyers to map beyond the headline procurements.

Watch whether the current share spike turns into repeatable demand as uKSC-linked work moves from obligation into delivery. The immediate bid decision is geographic: bring technical differentiation to France, but bring qualified delivery capacity to Spain and Czechia.
Method
Built from 384 public procurement notices published between 2026-10-06 and 2026-10-13, classified into the Networking vertical. Every figure on this page is computed from those notices; the commentary is written around them. Sources: bzp, doe, ted, iub_lv, cvpis_lt, prozorro, sicap_ro.
