City of Wunstorf - Provision and Operation of a Cloud Communication Solution

1.2.1. If there is not a sufficient number of suitable applicants in a sales segment, the seats are transferred to the further sales segment. If there is a higher number of suitable applicants per sales segment with identical points, the lot decides!

1.2.2. Credit/economic information from an authorized credit agency (credit reform or similar). Creditreform credit rating index with at least a “good credit” of risk class II. The credit/economic information must not be older than 6 months at the time of the closing date for the receipt of the requests to participate, both for the applicant (IIT system house and the data center operator (exclusion criterion))

1.3.1. Which private cloud solution with which operator and hardware infrastructure comes into consideration from your point of view? (information criterion)

1.3.2. The private cloud solution must meet all requirements of the EU GDPR, so that the exclusive operation of the cloud communication solution in data centers within the borders of the EU member states is ensured. The locations of the data centres shall be specified. (Exclusion criterion)

1.3.3. The operator of the private cloud solution must not be subject to the CLOUD Act (Clarifying Lawful Overseas Use of Data Act), or in this case must provide a valid EU-U.S. Data Privacy Framework certificate in accordance with the EU adequacy decision of 10.07.2023. (see A10 - item A.10) (exclusion criterion)

1.3.4. The private cloud solution requires the provision of a certificate to prove DIN EN ISO/IEC 27001 in a currently valid version. (Certificate of the cloud operator) (Exclusion criterion)

1.3.5. In the case of an order, at least one service location must be kept or set up which is located within a radius of max. 250 km from the city of Wunstorf. (see specific requirements for the service location in form B19) (Exclusion criterion)

1.3.6.Indicate the number of available technical staff, with proven expertise in the operation of cloud communication solutions, which are also available on site in the event of service. (suitability criterion 10%)
