Concept, development, implementation, integration and operational handover of a secure web-based customer portal for Pro Arbeit – Kreis Offenbach – (AöR) – Municipal Job Center

The candidate shall provide proof of the turnover of the last three financial years with services comparable to the subject-matter of the contract. If the date of commencement of business is less than three years ago, this period replaces the three-year period. (For this purpose, complete the ‘Self-declaration on turnover’ (Annex 1 to Appendix 1.1) and submit with the request to participate).

Company profile describing the areas of the enterprise responsible for carrying out the services offered and the key parameters of the enterprise, in particular the number of employees employed on average in the last three financial years. If the date of commencement of business is less than three years ago, this period replaces the three-year period.

If the services to be provided are to be provided in whole or in part by third parties, the company profile shall also describe the manner in which the third parties are to be involved. The company profile should not exceed 5 A4 pages (Arial, font size 11) on one side (for this purpose, the “company profile” (Appendix 2 to Appendix 1.1) must be completed and submitted with the request to participate).

List of the services provided by the applicant within the last three years, which are comparable to the services to be awarded here, specifying the exact order, the order amount, the client, the type of service performed and the service periods, as well as the references of contact persons with telephone number and e-mail address. Minimum requirement: at least one reference corresponding to the following requirements shall be provided. Each reference submitted must cumulatively meet the following characteristics:

• the object was the design and development of a web-based portal or a comparable digital application with user account functionality for end users;
• the client was a public institution, a social security institution, an association, a welfare association, an association, a special purpose entity or a comparable organisation related to public services of general interest;
• The portal meets the requirements of accessibility according to BITV 2.0 or WCAG 2.1 or equivalent standards;
• The net contract value is at least 150,000.00 euros. The following characteristics shall each be covered by at least one of the references provided. They can be proven by the same reference or by different references:
• Secure authentication: linking to a recognized identification procedure, in particular using BundID, the EUDI wallet or comparable recognized identification standards;
• Specialised procedure integration: linking the portal to an electronic file and/or a specialised procedure;
• Protection of particularly sensitive data: development in compliance with social data protection (§§ 67 ff. SGB X) or comparable requirements for particularly sensitive data;
• Operation: The bidder has operated the portal according to Go-live for at least 12 months or has been responsible for the operation (application management, maintenance, further development). For this purpose, the self-declaration on references (Annex 3 to Appendix 1.1) must be completed and submitted with the request to participate. The ‘Performance performed’ column of the table shall show for each reference which of the above characteristics it fulfils. The above-described features must be explicitly named.

Self-declaration that the applicant has a liability insurance that covers the entire service area to which the tendering procedure relates and whose cover sum comprises at least the following amounts per insurance case:

• Personal injury: Euro 3.000.000
• Property damage: Euro 1.000.000
• Other damage: Euro 500.000. The maximum annual performance of the insurance must be at least twice the above-mentioned sums of cover per claim. If no insurance compliant with the above requirements exists at the time of submission of the application for participation, the submission of a declaration of commitment to conclude a corresponding insurance in the case of a supplement is sufficient (for this purpose, the self-declaration on insurance (Annex 4 to Appendix 1.1) must be completed and submitted with the application for participation).

A self-declaration must be made that the applicant has the certification according to ISO 27001 based on IT basic protection of an accredited certification company at the time of submission of the application for participation and this is maintained during the term of the contract. Equivalent evidence shall be accepted if the applicant demonstrates the equivalence of the measures with those of the ISO 27001 certificate. For this purpose, the “Self-declaration on certification according to ISO 27001 on the basis of IT-Grundschutz” (Annex 5 to Appendix 1.1) must be submitted with the request to participate. The proof of equivalence shall also be submitted together with the request to participate.
