Construction of a light signal control centre (LStZ) for federal roads in Saxony

Eligibility criterion Quality assurance: As proof of the necessary technical and professional capacity of the bidder, the following must be provided with regard to quality assurance (§ 49 (1) VgV): The bidder or the authorized representative of the bidder group declares that he has a functioning quality management system. The proof is deemed to be provided if a valid certificate according to DIN EN ISO 9001 (or an equivalent certificate of an accredited body or other equivalent proof of corresponding quality assurance measures) is presented. Note: If a certificate is provided, in the case of a composite certification, it must be evident from the attached proof that the certification includes the applicant establishment/site.

Company-related references: As proof of the necessary technical and professional capacity of the bidder, reference projects from the last five years (2021 ff.) must be proven (§ 46 (3) No. 1 VgV). The reference projects may also be demonstrated by a single member of a consortium of tenderers. At least three selected comparable reference projects on previously executed supplies and services shall be provided. The minimum requirement for the bidders’ reference projects is the following service component: delivery and establishment of a light signal control centre (LStZ). Only references that meet all of the following characteristics are considered: • The client was a road construction operator within the European Economic Area or within the United Kingdom or Switzerland. • At least 100 light signalling systems (LSA) are connected to the LStZ. • The LStZ is in operation at the time of the offer and the LStZ software is not discontinued. • At least 50% of the LSAs are connected to the LStZ via OCIT outstations, version 2.0 or higher. • The function of manual and/or automatic signal program switching is implemented in the LStZ and can be used for at least one LSA connected by means of an OCIT outstation, i.e. commands for signal program switching can be output from the LStZ by means of the OCIT outstation interface to at least one LSA. At least one of the references must additionally meet all of the following characteristics: The customer was a road construction carrier whose installations were used for traffic management in the sense of the BSI-KritisV or the European Directives NIS or NIS-2 or NIS-2. the resulting national legal framework of the respective EU member state is regarded as critical infrastructure (or critical assets). • The LStZ is operated in an IT infrastructure under the responsibility of the respective client. The IT infrastructure can be operated either by the client (road construction operator) himself or by an IT service provider commissioned separately by the road construction operator (e.g. a state data center). However, the IT infrastructure may not be operated by the tenderer itself or by a service provider appointed by the tenderer. Further minimum requirement: The required references must have at least the following content: - Short description of the project - Short description of the services provided - Volume of orders of the reference service - Period of performance - Contact person of the contracting entity The tenderer shall attach a reference sheet/description (formally) as an annex. The tenderer shall provide information in the document reference projects.

If the bidder intends to subcontract partial services, this must be explained (§ 46 (3) No. 10 VgV). If necessary, the declaration must be submitted on the form "HVA L-StB Services of subcontractors or other companies" with the offer.

Eligibility criterion Minimum turnover: Declaration on financial and economic performance according to § 45 (1) i. V. m. (4) No. 4 VgV: The bidder must prove the following minimum turnover per financial year for the last three financial years (2023 to 2025): - € 1 million net in total
