The subject of the call for tenders is the renewal and modernization of automation, visualization and network technology in two water plants and a high-level container. The aim of the measure is to upgrade the facilities to the current state of the art, taking into account the requirements of cybersecurity, network segmentation, availability and operational security in the context of the NIS 2 requirements. The scope of services includes the planning, delivery, assembly, parameterization, programming, migration, commissioning and documentation of automation technology, including the renewal of existing PLC systems, decentralized automation components and the necessary communication and telecontrol interfaces. The automation technology is renewed on the basis of the Siemens system platform using current SIMATIC S7-1500 controllers including engineering in the TIA portal. The central process visualization is to be delivered, projected and commissioned on the basis of Siemens WinCC Unified. The visualisation shall be integrated with the new automation systems to be installed and the existing technical equipment. Furthermore, the performance includes the renewal and expansion of the industrial network infrastructure including active network components, network segmentation, secure communication links, remote access solutions and the components required to implement a contemporary IT/OT security concept. The service also includes the migration of existing functions and process data, the implementation of factory, function and data point tests, commissioning under ongoing plant operation, training of operations personnel and the delivery of complete revision and inventory documentation. The Siemens system platform is specified to ensure a uniform system architecture within the client’s facilities, to ensure compatibility with existing standards, to ensure self-maintenance by operating personnel and to avoid additional training, licensing and interface efforts. The desired system continuity serves in particular the long-term operational and investment security as well as the implementation of an integrated cybersecurity concept. Special requirements arise from the maintenance of the water supply during the conversion measures. The contractor must plan and carry out the work in such a way that any necessary interruptions in operation are limited to the technically necessary minimum. Comparable references from waterworks, sewage plants or other critical infrastructure facilities are required.
