- The object of the contract is to build an innovative and comprehensive system of electronic public services in the Municipality Pszczyna as part of the project “Difrization of back-office processes, provision of e-resources and development of public services for residents and entrepreneurs of Pszczyna Municipality”, implemented under the European Funds for Silesia Programme 2021-2027 (European Regional Development Fund), Priority FESL.01.00-European Funds for smart development, Action FESL.01.04- Digitisation of public administration.
- The subject matter of the contract referred to in point 1 consists of the following tasks:
- Digitisation of back-office processes in a public service entity and elements of smart city,
- Creation and development of public e-services,
- Digitization and sharing of data,
- Training for employees.
- The detailed description of the subject matter of the contract is set out in Annex 1 to the WWZ.
- Reasons for failure to divide the contract into parts: The Contracting Authority does not divide the contract into parts and therefore does not allow partial tenders as the contract is indivisible for technical, organisational reasons, the elements covered by the contract are intended to form an indivisible whole, i.e. a complete programme environment.The contract concerns the provision of software (as part of the digitalisation of back-office processes, the creation and development of e-services and the digitisation and the provision of data) which should be implemented comprehensively by the Contracting Authority, with training for employees.Excessive technical and coordination difficulties linked to the coordination and supervision of the implementation of the activities of the various Contracting Persons could seriously jeopardise the proper performance of the contract. For the purposes of achieving the above goal, one Contractor should be responsible for selecting and confiscating software that meets the requirements set by the Contracting Authority.As a result of the analysis carried out, and in particular the possibility for SMEs to apply for this contract, the absence of a breakdown of the contract in question into parts, does not undermine competition by limiting the possibility for smaller operators, in particular small and medium-sized enterprises to apply for the contract.
