What the buyer wants
- The subject of the contract is the delivery, implementation and launch of an integrated IT system for the University, including the Drop-out Analysis System and the Teaching and Organisational Planning System.The object of the contract is to provide, implement and launch an integrated IT system supporting the process of planning teaching classes and an analytical and predictive module to identify the risk of leaving studies (so-called drop-out).The system aims to improve the management of the teaching process at higher education institutions by automating the planning of classes schedules, optimising the use of teaching resources (chambers, halls, subjects) and introducing mechanisms for analysing student data for early detection of hazards in the course of studies.The designed system is intended to provide comprehensive service of the teaching process – from the registration of subjects, forms of classes and student groups, through the registration of scheduled classes and the accounting of teaching burden, to the analytical functions of monitoring attendance, results and student activity.The predictive module is intended to support the administration and teaching staff in identifying students at risk of graduation interruption, allowing the implementation of preventive actions and individual support. The aim of the implementation is to increase the efficiency of teaching management, improve the quality of education, and strengthen the analytical capacity of universities to use educational data.
- The proceedings are carried out in the framework of the Anita DROP OUT ANS GNOZNO FERS.01.05-IP.08-0161/25-00 project. Source of funding: The contract is financed by the project "ANTY DROP OUT ANS GNOZNO FERS.01.05-IP.08-0161/25-00".
- The detailed description of the subject-matter of the contract is given in Annex No 1 to the EGM — ‘Description of the subject-matter of the contract’.
- The Contracting Authority does not impose restrictions on the origin of the Contractor and the subject matter of the contract in terms of market availability and participation in this procedure.
- The Contracting Authority shall not allow partial offers. The object of the contract is one functional and technologically coherent undertaking. The individual elements of the contract are closely linked and mutually dependent. In the Contracting Authority's assessment, the lack of division of the contract into parts does not restrict competition, but ensures proper, timely and secure performance of the contract. The subject matter of the contract includes one common licence, one software, there is no possibility to separate parts.
- Pursuant to Article 226(1), point 19 of the PPO, the Contracting Authority rejects the offer if it includes an ICT product, the type of which is specified in the decision to consider the supplier to be a high risk supplier referred to in Article 67b(15) of the Act of 5 July 2018 on the national cybersecurity system or ICT service, or the ICT process referred to in that decision.
- The Contracting Authority shall not allow the submission of variants.
- The Contracting Authority allows the submission of equivalent offers. Equivalent solutions: 8.1. In any case of use in the description of the subject matter of the contract of standards, technical assessments, technical specifications and technical reference systems referred to in Article 101(1)(2) and (3) of the Act The contractor should assume that such a reference is accompanied by the words ‘or equivalent’. 8.2.An economic operator who calls for an equivalent solution shall be obliged in accordance with Article 101(5) of the Act. Pzp proves in the offer that the solutions offered by the Contracting Authority to an equivalent extent meet the requirements set out by the Contracting Authority in the Description of the object of the contract.
