What the buyer wants
- The subject of the contract covers the renewal of subscriptions and licences for the following IT products and services:
- Microsoft365 – 3,000 licences at level A3 + student benefit
- Microsoft365 – 100 licences at level A5
- NK5-00001 Power BI Pro Edu Sub Per User for 100 users for a period of 3 years with an option to purchase 200 licences (for 200 users) during the full licensing period, i.e. from 01/10/2026 to 30/09/2029
- YGP-0001 M365 Extra Storage CAO Edu 10TB Sub Add-on – 5 units (i.e. increasing cloud storage space in the M365 service by 50TB until 30/09/2029). The proprietary names used are intended to indicate the type of IT services currently used by the Contracting Authority.
- Information on the electronic means of communication through which the Contracting Authority will communicate with Contractors, and information on technical and organizational requirements for drafting, sending, and receiving electronic correspondence:
- Communication in the procurement procedure, including the submission of tenders, exchange of information, and transmission of documents or statements between the Contracting Authority and the Contractor, shall take place using electronic means of communication, via the Purchasing Platform of the Silesian University of Technology, hereinafter referred to as the "Platform" or "System": https://polsl.ezamawiajacy.pl/app/login, or electronic mail in the @polsl.pl domain, with the proviso that the submission of tenders takes place exclusively via the Platform.
- Use of the Purchasing Platform by the Contractor is free of charge. The Platform contains a "Knowledge Base" tab containing Instructions for Contractors.
- The Contracting Authority informs that in case of any doubts related to the rules of using the Platform, the Contractor should contact the provider of this ICT solution at tel. no. [phone] (helpline available on working days, from 9:00 to 17:00), e-mail: [e-mail].
- The Contracting Authority defines the necessary hardware and application requirements enabling work on the Purchasing Platform, i.e.: continuous access to the Internet with a guaranteed bandwidth of not less than 512 kbps; a PC or MAC computer meeting the requirements of the installed operating system and the requirements of the web browser used; any installed web browser in a version supported by the manufacturer supporting TLS 1.2; installed Acrobat Reader or other software supporting .pdf files.
- The Contracting Authority specifies information regarding encoding and data receipt time: a file attached by the Contractor on the Purchasing Platform and saved is visible in the System as encrypted – UTF-8 encoding format. The ability to open the file is available only after decryption by the Contracting Authority after the deadline for submission of tenders has expired.
- The time stamp of data receipt by the Platform constitutes the date and exact time (hh:mm:ss) generated according to the local server time synchronized with an appropriate time source.
- Statements, applications, notices, or information received by the Contracting Authority via the Platform shall be deemed documents submitted on time if their legible content reaches the Contracting Authority before the expiry of that deadline. The date of receipt of statements, applications, notices, and information is assumed to be the date of their receipt on the Platform.
- The deadline for tender submission is determined by the time of full transaction processing on the Platform.
- The maximum size of files sent via the Purchasing Platform is up to 2 GB.
- The Contracting Authority specifies the acceptable format of an electronic signature as: documents in .pdf format are recommended to be signed with the PAdES format; it is permissible to sign documents in a format other than .pdf, in which case a separate signature file will be required; therefore, the Contractor will be obliged to attach, besides the signed document, a separate signatu…

Contract award may be requested by Contractors who comply with the conditions for participation in the procedure regarding technical capacity - The Contractor (completement) may perform no earlier than the last 3 years before the deadline for the submission of tenders, at least 3 deliveries of Microsoft 365 licences, each of which must include the delivery of a minimum of 1000 licences.
LIST OF ENTITIES PROVIDED FOR IN ARTICLE 124 OF THE PROCESSING ACTS SHALL REQUEST THE Contractor, whose tender has been assessed at the most, to submit, within a specified period of time, not less than 10 days at the date of the submission of the personal evidence pursuant to the Regulation of the Minister of Development, Labour and Technology of 23 December 2020 on the personal evidence and other documents or statements which the contracting authority may request from the contractor: The Contractor must add the DECLARATION referred to in Article 125(1) of the Act (JEDZ) to the tender, which shall provide proof of compliance with the conditions for participation in the procedure at the date of submission of tenders, temporarily replacing the personal evidence required by the Contracting Authority.
