Design, implementation and implementation of the Integrated Residential Charter as part of the project Digital transformation and expansion of e-services in Bielsko-Biala

1. The contractor shall comply with the minimum condition if it demonstrates that he has duly completed during the last 3 (three) years before the deadline for the submission of tenders, and if the duration of the business is shorter, within that period: • 1 order that consisted of designing and implementing an electronic system (including at least a web portal and a mobile application, providing e-services or loyalty services, serving a database of at least 20,000 users) integrated with: - a system for the identification and authentication of the identity of users based on electronic banking (e.g. BankID / bank digital identity), or - with the National Electronic Identification Node (or state identity node of another State). These services should be properly performed. N.B.: (a) If the range of services presented in the document submitted to confirm that the works/services have been properly performed and in accordance with the principles of construction and are correctly completed beyond that specified by the Contracting Authority, the scope of works/services corresponding to the scope of the condition shall be indicated in the list of works/services annexed to the SWI. (b) The values given in the documents submitted with the offer, in currencies other than Polish gold (PLN), should be converted at the average exchange rate announced by the NBP at the date of issue of the document. 2. The Contractor must demonstrate that he/she has, or will have, persons who will be directed by the Contractor to carry out this public contract: • 1 person acting as Project Manager with: ­ valid certificate confirming the competence of project management (e.g. PRINCE2® Practitioner, PMI-PMP®, IPMA degree C) OR a degree in higher education (including postgraduate) in project management, OR an equivalent document issued by an independent certification body (external to the employer of a given person), confirming knowledge of project management methodology in terms of risk management, timetable, resources and budget; or experience of being a project manager in at least 2 completed projects, each consisting in the implementation of an integrated web and mobile architecture-based IT system. • 1 person acting as a System Implementing Specialist, having: • experience in the role of programmer in at least 1 completed project, which included the creation or use of software interfaces (API); • experience in programming in at least 1 completed project including an IT system based on web and mobile architecture; • 1 person serving as a Business Analyst, having: • experience in the function of business or system analyst in at least 1 completed project, which included the design and implementation of an information system providing services to mass users (e.g. e-services, loyalty system). Whenever the Contracting Authority uses the concept of ‘finished project/implementation’, it must also be understood that the project in which the positive stage of implementation/starting of the production system has been completed, even if the contract under which the project was implemented is still in the maintenance, service or development phase.
