What the buyer wants
The subject of this order is: 1) Design, execution and implementation of Chatbot (with live chat function):based on artificial intelligence, including integration with external systems, i.e. the QMS railway system and the BB Application system and its implementation within the Main Urban Portal, the Public Information Bulletin and the Municipal Council Portal (in case of implementation of option rights). 2) Design, implementation and implementation of Voicebot: based on artificial intelligence, including integration into the QMS queue system at the ordering hotline. 3) Restructuring of the Main Urban Portal including: (a) implementation of multisite architecture with design, execution and comprehensive implementation within this architecture of content range from the following services: • https://visitbb.pl • https://bbosir.bielsko.pl • https://communication.bielsko-biala.pl • https://strazinski.bielsko.pl • https://pelnakultura.info (the Contracting Party permits implementation at any CMS) b) implementation of necessary modules modifications, as well as construction of new modules within the Main Urban Portal, multisite architecture allowing the implementation and smooth operation of this environment with Chatbot. 4) Right of option: restructuring the Urban Council Portal available at https://rm.bielsko-biala.pl to design, implement and implement the Portal as an independent website with the implementation of Chatbot as referred to in point 1 above.
Przedmiotem niniejszego zamówienia jest: 1) Zaprojektowanie, wykonanie i wdrożenie Chatbota (z funkcją live chat):bazującego na sztucznej inteligencji wraz z integracją z systemami zewnętrznymi tj. systemem kolejkowym QMS oraz systemem Zgłoszenia BB oraz jego implementacja w ramach Głównego Portalu Miejskiego, Biuletynu Informacji Publicznej oraz Portalu Rady Miejskiej (w przypadku realizacji prawa opcji). 2) Zaprojektowanie, wykonanie i wdrożenie Voicebota: bazującego na sztucznej inteligencji wraz z integracją z systemem kolejkowym QMS na infolinii Zamawiającego. 3) Restrukturyzacja Głównego Portalu Miejskiego obejmująca: a) wdrożenie w nim architektury multisite wraz z zaprojektowaniem, wykonaniem i kompleksowym wdrożeniem w ramach tej architektury zakresu treści z poniższych serwisów: - https://visitbb.pl - https://bbosir.bielsko.pl - https://komunikacja.bielsko-biala.pl - https://strazmiejska.bielsko.pl - https://pelnakultura.info (Zamawiający dopuszcza implementację na dowolnym CMS) b) wykonanie niezbędnych modyfikacji modułów, a także budowę nowych modułów w ramach Głównego Portalu Miejskiego, architektury multisite pozwalających na implementacje i sprawne działanie tego środowiska z Chatbotem. 4) Prawo opcji: restrukturyzacja Portalu Rady Miejskiej dostępnego pod adresem https://rm.bielsko-biala.pl polegająca na zaprojektowaniu, wykonaniu i kompleksowym wdrożeniu Portalu jako niezależnej witryny internetowej wraz z implementacją Chatbota, o którym mowa w pkt 1 powyżej.

The contractor will meet the minimum condition if he demonstrates that he has (a) experience in the construction of portal systems/e-services, i.e. 1 (one) service consisting of designing, performing and implementing a portal system (e.g. an information portal, a Public Information Bulletin or an e-service platform) serving at least 30,000 active users per month and (b) experience in the implementation of Artificial Intelligence, i.e. 1 (one) service consisting of the implementation or integration of artificial intelligence solutions in the IT system (e.g. chatbot, voicebot, intelligent search engine using language models, conversational systems or RAG and LLM).
