At least 2 comparable reference projects which have been successfully completed in the last three years (from or until the offer deadline) must be specified. For this purpose, the APPENDIX reference description must be completed in full (possibly several times for naming several reference projects) with the offer. A reference project is considered to be comparable to the subject of the contract if it meets the following criteria: Structural comparability: The project essentially complies with the framework conditions of the present contract (type and scope of the service, comparable contract duration and technical environment). • The focus was on the further development of LibreOffice (in particular the correction of software errors, the optimization of best functions or the implementation of new features, such as accessibility checks or adjustments of modules). • Code integration: The development services provided within the framework of the reference project were independently and successfully integrated into the official master branch of LibreOffice. Additional conditions for the provision of services: • Use of third-party companies: The involvement of subcontractors is permissible, provided that the subcontractor is designated in the corresponding annex to the subcontractor declaration and its suitability loan is proven. • General entrepreneurship: For the entire term of the contract, the contractor assumes full responsibility and liability as a general company for all services provided (including the services of any third-party companies). 5.4.2.2.1.2 Key figures: [information on key figures (eAssignment criterion 2.2.2.3.1)] The e-allocation criterion provides the necessary information on the employment figures. The information shall be checked to ensure that the number of full-time employees in each of the three declared/most recent financial years is on average at least 5 full-time employees, corresponding to part-time employees. If this information does not reach the required minimum value, a positive forecast that the tenderer has the necessary technical and professional capacity to perform the contract cannot be made; the offer is then necessarily excluded from the procedure. In the case of groupings of bidders and in the case of use of privileged subcontractors, the staff ratios of the members of the grouping of bidders or of the privileged subcontractors and of the bidder shall be added together and a common average shall be formed for the respective financial years. 5.4.2.2.1.3 Presentation of qualified personnel [Qualified personnel information (eAssignment Criterion 2.2.2.4.1)] The subject-matter of the contract requires the use of specialised staff to ensure high-quality and timely provision of services. The bidder must therefore submit with the offer an overview of the key personnel provided for the service. This presentation must show that the human capacity is sufficient and which persons are to be used for the provision of services. The project team must meet at least the following qualification profiles: - Senior Developer (m/f/d): At least 3 years of proven experience in core code development of LibreOffice or an equivalent developer qualification certified by The Document Foundation (TDF). Developer (m/f/d): At least 1.5 years of proven experience in Libre Office development or equivalent The Document Foundation (TDF) certified developer qualification.
