What the buyer wants
The City of Turku is developing its operating environment in order to facilitate the distribution of food aid while providing support for access to other welfare services. The focus is on developing an information system that will help coordinate the food received as a donation to the logistic centre and improve the experience of food-aid customers in retrieving food-aid.
The aim is to make it possible, for example, to reserve food supplies, support food distribution, manage community meals and facilitate the provision of support services. The solution should support low threshold access, accessibility and cooperation between different actors. There's a customer at the beginning of the chain, but the food is from food donors. The long-term objective is to get information on incoming losses from the systems of shops, wholesalers, industry and other donors along the interface.
An alternative source of information may include the scanning of existing paper catalogues into a system where information is structured in controlled fields, or, as an intermediate form, receiving information by e-mail to the food distribution provider from which the information can be stored in the system. The Turku City Food Aid Reform Project is one of the winners of the Bloomberg Mayors Challenge Innovation Competition.
The prize sets the implementation schedule in which the first functions must be piloted in the first quarter of 2027, the required features by the end of August 2027 and the options available to the customer during 2027 if the Client decides to order the options. The activities are described in more detail in the invitation to tender and its annexes. The service contract shall be concluded on a fixed-term basis until 31 December 2029, after which the contract shall remain in force for an indefinite period. One (1) supplier shall be selected.
