Climate and environmental considerations are not used as an award criterion in this procurement. The procurement concerns purely digital learning resources in the form of licences and access to cloud-based learning resources, without physical deliveries, paper production or transport. The climate and environmental impact of the delivery is therefore limited and, in the Contracting Authority’s assessment, does not provide a suitable basis for distinguishing between the tenders. Climate and environmental considerations are instead addressed through minimum requirements (M-requirements) in the requirement specification, including requirements for data minimisation, and through the qualification requirement for an environmental management system in point 4.5, cf. the Public Procurement Act § 5b.
