Gegenstand dieser Ausschreibung ist der Abschluss einer Rahmenvereinbarung mit mehreren Auftragnehmern für die Bereitstellung von Personaldienstleistungen für Digital- und IT-Projekte. Der Rahmenvertrag dient dazu, dem Auftraggeber flexible Zugriffsmöglichkeiten auf qualifizierte Fachkräfte und Projektteams für die Umsetzung von IT-Projekten, Softwareentwicklung inkl. Projektsteuerung und UI/UX-Design, Qualitätssicherung sowie IT-Sicherheit und Datenschutz zu gewährleisten. Die Leistungen umfassen Einzelentwicklungsleistungen sowie Projektteams für konkrete Umsetzungsprojekte. Es handelt sich hierbei nicht um die Überlassung von Arbeitnehmern nach dem ANÜ, sondern um die Erbringung von Softwareentwicklungs- und -beratungsleistungen. Submitting a self-declaration by the tenderer that a professional or company liability insurance is available or is concluded in the case of an order and is maintained throughout the term of the contract (proof by self-declaration: Annex A2, Clause 2.1), In the case of a group of bidders, such insurance must be provided by at least one member or, alternatively, by the group itself. The company/professional liability insurance must cover at least the following damages with the following minimum insurance sums: Property damage 2.000.000 Euro Property damage 2.000.000 Euro Personal injury 2.000.000 Euro The minimum cover sums must be available at least 2 times a year in full.

Submit a self-declaration by the tenderer/by each member of a group of tenderers on his/her activity-related revenues for the last three financial years completed. Activity-related revenues are those generated with comparable services. The activity-related turnover must be at least per financial year in each of the last three completed financial years: Lot 1: 6 million. EUR net lot 2: 2,5 million EUR net lot 3: 4 million EUR net

Submit a self-declaration on appropriate references for contracts previously executed comparable to the subject of the tender. A reference is comparable if it meets the following conditions: - Project content: HR services for digital and IT projects in the area of software development, architecture, project management, PMO, controlling and UI/UX design & User Research - Project duration: at least one year (for still running projects this must have been provided for at least one year) - Project scope; At least 500 PT per year - project end not more than 3 calendar years ago (proof by self-declaration: Annex A2, item 3.1). Note: Reference projects may be submitted for several lots, provided they include the content required for each lot. At least one comparable reference project shall be demonstrated. In total, the provision of at least 2,000 PT must be proven over all submitted references. Up to 3 reference projects may be used for this purpose. That is, the requirement for the number of PT can be met cumulatively by 1 to 3 references.

Submit a self-declaration by the tenderer/tendering group that a sufficiently technically broad pool of staff is available to him/her or can be made bindingly available for the performance of the contract in order to cover all tendered roles, the respectively admitted seniority levels and the onshore and nearshore locations required in the respective individual call. The professional persons need not be employed by the tenderer or a subcontractor. The tenderer may make use of the capacities of other undertakings or other suitable third parties, provided that those capacities are actually available to him for the performance of the contract. The bidder undertakes to prove the declared availability of personnel and the coverage of the required roles, seniority levels and places of performance on request by suitable documents. (Proof by self-declaration: Annex A2, item 3.2). The submission of the self-declaration is a minimum requirement.

Submit a self-declaration by the tenderer/tendering group that a sufficiently large pool of staff is available to him/her or can be made bindingly available for the performance of the contract in order to cover all tendered roles, the respectively admitted seniority levels and the onshore and nearshore locations required in the respective individual call. A certain minimum number of persons per role, seniority level or place of performance is not required. A person may cover several roles provided that he/she meets the relevant professional and technical requirements. The tenderer shall also confirm that it is in a position to provide the necessary persons and capacity for specific individual calls within the specified deadlines and to ensure proper execution even if parallel service provision is required. The professional persons need not be employed by the tenderer or a subcontractor. The tenderer may make use of the capacities of other undertakings or other suitable third parties, provided that those capacities are actually available to him for the performance of the contract. The decisive factor is therefore the pool of potential professionals (pool capacity). (Proof by self-declaration: Annex A2, item 3.3). The submission of the self-declaration is a minimum requirement. Lot 1: The bidder must be able to access at least 1,000 people (pool capacity). Lot 2: The bidder must be able to access at least 500 people (pool capacity). Lot 3: The bidder must be able to access at least 500 people (pool capacity).

That is, the requirement for the number of PT can be met cumulatively by 1 to 3 references.
