,,IMPLEMENTATION OF A SPATIAL INFORMATION SYSTEM (SIP) TAILORED TO THE NEEDS OF THE CITY OFFICE OF RACIBÓRZ

The subject of the contract is the implementation, launch, configuration of the integration and maintenance of the Spatial Information System adapted to the needs of the Racibórz City Office, including in particular:

1. SIP IT modules, including the Municipal Mine Module, linked to the current financial and accounting environment of the Contracting Authority and the system of state registers (to the extent permitted by law).
2. The full exchange of the existing ESIM spatial information system, while maintaining its functionality, into a new Spatial Information System, hereinafter referred to as ,SIP’.
3. Data migration, integration with ordering systems, training, documentation, testing, reception. Guarantee, technical assistance and maintenance of the system during the period indicated in the contract.The subject-matter of the contract includes the delivery of a system ready for production at Racibórz City Hall, maintaining continuity of handling of cases, information security, accountability of user activities and requiring legal requirements. The detailed description of the subject of the order/technical parameters of the ordered delivery includes - Annex 4 to the SWZ.The other requirements are set out in the model contract, which is Annex 3 to the WWZ.The Contracting Authority shall require that the supply offered, including all ICT products, ICT services and ICT processes used for the performance of the contract, both as principal elements and components, elements of the service environment or accompanying solutions, does not include: - ICT products, ICT services or ICT processes identified in the recommendation referred to in Article 33(4) of the Act of 5 July 2018 on a national cybersecurity system, stating their negative impact on the fundamental interest of the security of the State;- an ICT product of which the type is defined in the decision to recognise a supplier of high risk referred to in Article 67b(15) of the Act of 5 July 2018 on a national cybersecurity system, or on ICT services or ICT processes set out in that Decision.Failure to comply with this requirement results in the rejection of the tender pursuant to point 17 or point 19 of the Pzp Act respectively.’ In the event of publication of a recommendation or a decision involving an ICT element used for the performance of the contract, the contractor shall immediately inform the contracting authority thereof and provide a way to ensure further compliance of the performance of the contract with legal provisions and procurement documents.
