What the buyer wants
The subject of the call for tender is a framework contract with which the implementation of Sentinel satellite data evaluations within the framework of the Area Monitoring System (AMS) is regulated for the minimum contract period from the day after the award of the contract, expected January 2027 to 31.12.2028.
Optionally, the client can extend the framework contract three times for 12 months each time (01.01.2029 - 31.12.2029, 01.01.2030 - 31.12.2030, or 01.01.2031 - 31.12.2031), provided that the agreed option to extend the framework contract is used by written declaration. Each Member State shall establish and operate an integrated administration and control system (IACS) in accordance with Article 65 of Regulation (EU) 2021/2116.
The AMS referred to in Article 70 of Regulation (EU) 2021/2116 shall be an integral part of the integrated administration and control system. It is a procedure for the regular and systematic monitoring, tracking and evaluation of agricultural activities and conditionality on area-related interventions using data from the Sentinel satellites under the Copernicus programme or other data of at least equivalent value and is used for the purposes of annual performance reporting.
In Baden-Württemberg, the agricultural area covers around 1.6 million hectares. Approximately 40,300 farmers apply annually for support measures under the geodata-based application for approximately 1.4 million parcels (= partial cuts). These are uniformly managed areas.
In accordance with Article 70 of Regulation (EU) 2021/2116 in conjunction with Article 10 of Implementing Regulation (EU) 2022/1173, the AMS applies to all aid applications for area-related interventions under the integrated system, such as basic income support for sustainability (EGS), supplementary redistributive income support for sustainability (UES), supplementary income support for young farmers (JES), organic schemes (ÖR), agri-environment, climate change and animal welfare (FAKT), landscape management (LPR Part A), agricultural compensatory allowance (AZL) or forest environmental allowance (UZW).
The AMS is also used for the control of hardship compensation crop protection (EAPS), the steep-slope promotion grassland (SLG), the handcrafted viticulture (HWB), the pheromone promotion in viticulture (PHW) and the multi-hazard insurance (MGV). The AMS aims to verify the spatial data-based and area-related applications through an assessment of agricultural activities and conditions.
Here, defined test contents (eligibility requirements of certain area-related interventions (funding measures)), so-called monitors, are checked on the reported areas of the geodata-based application by means of Sentinel satellite image data or comparable data on the reported areas.
The Ministry of Rural Area, Agriculture and Homeland Baden-Württemberg (MLR), hereinafter referred to as the client, is seeking a service-providing company, hereinafter referred to as the contractor, for the implementation of satellite data evaluation on the basis of Sentinel-1 and Sentinel-2 satellite data or comparable data. With this call for tender, the client is addressing companies active in the field of geoinformatics and aerial image evaluation.
Responsibility lies with the client in Unit 25 - Compensation, agri-environmental measures, which is part of Department 2 - Agriculture. The tasks and priorities of Unit 25 shall be the implementation of the European Union common agricultural policy in the field of direct payments and agri-environment and climate action and the fundamental issues of the integrated administration and control system. Certificate according to DIN EN ISO 9001 or comparable (with the offer; by self-declaration): The bidder must present a certificate on quality management according to DIN EN ISO 9001 or a certificate of a comparable type to an accredited certification body when submitting a bid.
Self-declaration on data protection and security of information systems (with the offer; by self-declaration): The company declares that it complies with the existing security requirements of the information security management system in accordance with Appendix 1 to the framework agreement "Protection and security of information systems, taking into account the BSI IT basic protection and the security requirements in accordance with point 3 of Annex I to Regulation (EU) No 2022/127". The company demonstrates the implementation of the IT security concept by describing concrete technical and organizational measures.
Self-declaration on company qualification through references (with the offer; by means of self-declaration): The undertaking can demonstrate references on performance and experience in the following areas:
- implementation of a land monitoring system as an integral part of the Integrated Administration and Control System (IACS) in accordance with Article 70 of Regulation (EU) 2021/2116 and knowledge of the CAP Strategic Plans in accordance with Regulation (EU) No 2021/2115;
- experience in satellite data collection and interpretation based on Sentinel-1 and Sentinel-2 satellite data or comparable data under the Integrated Administration and Control System (IACS). Only reference projects with a minimum duration of two years shall be considered as proof from 1 January 2023. The applicant must demonstrate its suitability for the abovementioned areas of experience by presenting two reference projects each.
Self-declaration on personnel qualification (with the offer; by means of self-declaration): The company declares that the necessary personnel are available for the execution of the services and that at least one year of experience in the management of projects in the following areas is demonstrated in the project management or in their representation: 1. A name designation of persons beyond the project management and their representation is only necessary if the required qualifications are to be covered by additional persons.
Certificate - The current proof of quality management takes place by presentation of the valid certificate according to DIN EN ISO 9001 or a certificate of a comparable type of an accredited certification body upon submission of a tender.
Description of measures for the IT security concept - The company demonstrates the implementation of the IT security concept by describing concrete technical and organizational measures. The bidder must state the implementation of the following measures:
- Data security measures
- Change management and test procedures
- Emergency preparedness
- Security incidents In addition, the offering company has to explain further measures of the implementation of the IT security concept via a separate system.
