At least one verifiable reference of comparable contracts from the last six years shall be submitted (exclusion criterion) (Appendix 7 References). Comparability of the references is only given if the services provided for the provision of an online voting system and the electronic execution of the election are comparable with the content of the advertised services by type and scope (at least one million voters per election).

Declaration of knowledge of required certifications/proofs, which must be available at the latest by the submission of the final offer. The certifications presented below must be available at the latest when the final offer is submitted. Already with the application for participation, the applicant has to declare in Appendix 9 that he/she accepts the requirements binding: - Certification of the online voting software according to §§ 54 para. 5 sentence 2 SGB IV, 47 para. 1 SVWO according to the protection profile BSI-CC-PP-0121 of the Federal Office for Information Security (BSI) - Proof of certified operating environment based on BSI IT basic protection (alternatively ISO 27001) - BSI-C5:2026 certificate according to the criteria catalogue BSI-C5 or a certificate whose standard ensures a comparable or higher security level compared to the C5 standard Note: The C5 type 1 certificate is expected to be issued from 01.01.2027 and type 2 from 01.07.2028 by the "Law for the Modernization and Digitalization of Labour Promotion". - Certification or declaration of conformity of data center sites according to BSI-INF.2 or equivalent standard (e.g. EN 50600, TIA-942) - Documentation of the architecture using UML diagrams including redundancy concept

The applicant/candidate community must have achieved an average annual net turnover of at least EUR 3,000,000 in the last three financial years, in the case of bidding communities the average net annual turnover of all participating companies, in relation to the subject matter of the tender (Appendix 8 Declarations Turnover Liability).
