1. Notes: Eligibility must be demonstrated separately for each member of an applicant community. Unless otherwise provided for in the following, all evidence of suitability must therefore be submitted by each member of an applicant community. An applicant may rely on other undertakings to prove his or her suitability, irrespective of the legal nature of the links between him or her and that undertaking (eligibility loan).

This possibility exists regardless of the legal nature of the connections between the applicant and the other companies. In this case, the awarding authority shall demonstrate that the applicant will actually have the necessary resources at his disposal, for example by submitting a corresponding undertaking from that undertaking.

The undertakings on which an applicant relies to demonstrate his or her suitability shall meet the suitability in relation to those selection criteria for which the applicant relies on the suitability of the undertaking to demonstrate. In addition, the declarations on the existence of grounds for exclusion pursuant to § 123, 124 GWB must be submitted for this company.

If a candidate makes use of the capacities of other undertakings to prove his suitability (eligibility loan), the awarding authority must prove that the applicant will actually have the necessary resources at his disposal, for example by submitting a corresponding undertaking from that undertaking. The foregoing shall apply mutatis mutandis to the proofs of "economic and financial capacity" and "technical and professional capacity".

Evidence, declarations and documents to be provided: With the request to participate, the following documents with regard to exclusion reasons must be submitted:

1. self-declaration that the exclusion reasons of § 123 GWB are not available,
2. self-declaration about the existence of exclusion reasons according to § 124 GWB,
3. self-declaration according to § 19 para. 3 Minimum Wage Law (MiLoG),
4. Self-declaration on Russia connections (5) Entry Trade Register

Self-declaration on the existence of professional liability insurance with a cover sum of at least. EUR 3 million for personal and material damages and at least 3 million EUR for property damages and self-declaration of the existence of a cyber insurance with a coverage sum of 5 million. EUR.

Incomplete applications, which remain incomplete despite any subsequent request for documents, cannot be considered. 2nd stage: Subsequently, it will be assessed whether the applicants, based on the information, declarations and evidence provided, in principle appear to be suitable for properly providing the services under the contract. 3rd stage: Finally, in the event that more than three generally suitable companies have applied, the applicants will be assessed on the basis of the minimum reference and a maximum of two other rating references as to who among the candidates considered as generally suitable appears to be particularly suitable compared to their competitors in terms of the services to be provided and should therefore be involved in the further procedure.

In this context, the special comparability to the services advertised here is taken into account. The minimum reference and a maximum of two further references are evaluated according to the annex "Selection of participation competition". In total, therefore, 300 points, i.e. 100 points per reference, can be achieved.
