What the buyer wants

  1. The subject of the contract is the provision of maintenance services and access to new versions of computer software enabling the ongoing operation of hospital information systems, along with infrastructure monitoring and SOC services, for the needs of the Dr. Roman Ostrzycki Provincial Integrated Hospital in Konin.
  2. The subject of the contract is described in detail in Appendix No. 2 to the SWZ (Terms of Reference) (Description of the Subject of the Contract).
  3. The Contracting Authority does not allow the submission of partial bids. The subject of the contract has not been divided into lots (packages). The services covered by the contract are mutually supportive and perform interdependent tasks. The IT services concern software maintenance and access to new software versions within specific information systems used by the Contracting Authority. The Contracting Authority has complex integration between the IT systems used for its operations; therefore, for purposive, organizational reasons and due to the nature of the subject of the contract, the Contracting Authority does not permit the submission of partial bids.Furthermore, executing the contract divided into parts would pose risks of excessive technical and organizational difficulties, as well as excessive contract execution costs, and would lead to excessive difficulties related to coordinating the actions of different contractors, as well as difficulties in determining liability for any defects in contract performance.Justification for the decision not to divide the contract into IT infrastructure monitoring and Security Operations Center (SOC) services: due to the specificity of the subject of the contract and the necessity to ensure the highest level of security for hospital systems, in particular the HIS Eskulap system.IT infrastructure monitoring and the SOC service constitute a comprehensive solution whose effectiveness depends on the integration of all its components. Dividing the contract into parts could lead to difficulties in coordinating the activities of individual contractors, which would negatively impact the service's efficiency and the security level of the protected systems. The HIS Eskulap system, as a critical component of the hospital's infrastructure, requires special protection due to the sensitivity of the processed medical data. Dividing the contract could hinder ensuring the consistency and comprehensiveness of system protection, thereby increasing the risk of security incidents. As an essential entity within the national cybersecurity system, the Hospital is particularly vulnerable to attacks.Effective protection of hospital systems is critical to ensuring the continuity of medical services and patient data protection. Dividing the contract could undermine the effectiveness of this protection. In addition, the monitoring and SOC service includes monitoring the database and the integration of the HIS Eskulap system (communication with P1 and eWUŚ), and responding to a security incident in the HIS system requires access to this system and the competence of its service engineer; splitting these services among different contractors would blur the responsibility for the continuity of the HIS system's operation.
  4. The Contracting Authority foresees awarding the contract pursuant to Art. 214(1)(7) of the Public Procurement Law.The subject of the contract will be services of access to new versions of IT systems owned by the Contracting Authority, maintenance services (additional man-hours), and IT infrastructure monitoring and SOC services, the scope of which has been described in detail in the description of the subject of the contract constituting Appendix No. 2 to the SWZ, with a value not exceeding PLN 523,980.00 gross. The contract will be awarded under a single-source procedure following negotiations concerning the price. In all other respects, the services will be performed under the terms specified in the main contract.
