3.1 References "Aptitude in professional terms is tested on the basis of comparable and completed customer references of the last five (5) years, which are comparable to the advertised service". Comparable services are the provision and implementation of an identity management, governance and administration (IGA) system that supports the management of digital identities and their user accounts, as well as the ordering, approval and provisioning of permissions in the reference provider's target systems. A comparable service is completed when the deployment and implementation of the system has been completed and the system has been transferred to normal operation after the initial project planning. Applicants/applicant communities may submit a maximum of five (5) references to prove their eligibility. The selection criteria shall be applied on the basis of a maximum of two comparable and completed references defined in the reference questionnaire template. Each candidate shall indicate the two references to be evaluated for the selection decision by the awarding authority. One form per reference submitted
