Proof of technical equipment (§ 46 para 3 no. 3 VgV) (With the offer; by means of self-declaration): self-declaration on access (at the time of provision of services) to a fleet of navigating systems. A driving system consists of vehicle, camera system/structure and LiDAR system, as well as all technical components to meet the requirements of the specifications.

Tenderers must also make a self-declaration that it is possible to implement the following requirements with the technical equipment of all navigating systems used: The deviation of the distance of the 360° street panoramic images of 5 m between consecutive locations may exceed 0,5 m for 5 % of the locations. ? There must be no visible transitions between the individual parts of the image. ?

The horizontal viewing angle of the 360° street panoramic images is 360°, the vertical viewing angle is 45° below the horizon and 90° above the horizon. Within the viewing angle, there must be a clear view of the road space everywhere. For the vertical viewing angle, in which a clear view of the road space is given, a mathematical tolerance of 10% applies for deviations.

The recording height of the cameras used on the vehicles must be selected in such a way that requirements of the General Data Protection Regulation (GDPR) are complied with during driving. At the same time, a recording height of two meters cannot be undershot. ? The 360° street panoramic images to be supplied must have a native image resolution of at least 70 megapixels. ?

The images shall be produced in such a way that the composite 360° views are free from perceptible parallax errors (visible offset or transition disturbances between the individual image parts). The view must be generated upright (no slope). ? Clear, realistic colors of the image data are required. The marking of road signs must be legible so that it meets the requirements of an automated evaluation. Smearing and blooming should be avoided. ? The exact recording positions of the image data must be known.

The LiDAR images of the road space shall be produced simultaneously with the image recording within a range of at least 50 m and 360° prudence (at a technically normal speed of the navigation system). The position and orientation of the point clouds must match the image data. ? The LiDAR images must be recorded continuously and match the recording locations of the 360° street panoramic images. ? The standard deviation in the positional accuracy of the point clouds (absolute accuracy) is 10 cm or better. The relative accuracy shall be 3 cm or better. ? For all captured 360° panoramic images, suitable metadata must be generated.

Proof of failure protection (§ 46 para 3 VgV) (With the offer; by means of self-declaration): proof of access to a replacement driving system in case of failure of the systems used per lot.

Proof of a company liability insurance (§ 45 para 1 no. 3 VgV) (with the offer; by means of self-declaration): Declaration of the bidder that he has at the time of the execution of the order a company liability insurance, which fully covers his activities and which is maintained over the entire commissioning period. The company’s company liability insurance for the services to be commissioned must have market-standard coverage amounts for each loss event for personal injury, property and property damage.

Reference list (§46 para 3 no. 1 VgV) (with the offer; by means of self-declaration): At least three completed projects of projects comparable with the subject of the contract from the last three financial years including a short project description and contact person of the client. Note: projects for the purpose of fiber optic expansion are not sufficient to prove suitability. In addition, information on the execution period, the driving range, the absolute and relative accuracy achieved, the image resolution of the 360° road panoramic images as well as the technology used with regard to the vehicles used, including camera and LiDAR systems. Each reference project shall have a minimum of 500 km of road network.

Proof of personnel equipment (§ 46 para 3 no. 2 VgV) (With the offer; by means of self-declaration): Proof of personnel equipment of the bidder: professional profile of each team member, training and experience of the employees as well as designation of the project manager with representation and the respective professional experience and references. A change of project manager must be notified in advance in writing.
