The performance is by mind. 3 Reference contracts for the main services provided in the last five years and comparable by type and quantity to this call for tender. The reference projects must have been delivered by type and scale with comparable technological and organisational complexity in the area of low-code OutSystems platform integration; at least one of the three references concerns the integration of municipal specialist software and services via a low-code OutSystems platform. It must be demonstrable that expertise in working with OutSystems consists of project experience and corresponding certifications. The detailed requirements can be found in Appendix 03 Self-declarations and evidence.

According to § 122 Abs. 2 No. 1 GWB in conjunction with § 44 VgV, the bidder must enclose a commercial register extract or provide proof that the tenderer is registered in the professional or commercial register in accordance with the legislation of the country of the European Community or of a Contracting State to the EEA Agreement in which he is established. One uncertified copy is sufficient. The proof must not be older than 6 months. Undertakings which are not listed in the professional register, the commercial register or any other register shall provide a copy of the business registration to the competent authority of the country in which they are established or any other appropriate proof of the nature of the professional activity. The envisaged legal form of the companies, or Groupings of tenderers shall be indicated.

Turnover of the company in the last three completed financial years. The total turnover of the undertaking and the turnover of the undertaking through services comparable to the service to be awarded shall be reported.

Number of employees from the last three completed financial years. The number of employees of the entire company, as well as the number of employees who are qualified for the service to be provided, must be specified. As a minimum, Appendix 06 Employee Profiles must be completed and submitted with the offer.

The bidder confirms that it has an active partner status of the manufacturer OutSystems throughout the term of the contract and is listed at least as an "Authorized Delivery Partner" (or higher, such as Elite Delivery Partner). Such proof shall be provided together with the tender.

The offeror must have company liability insurance to cover property, personal and property damage. The minimum coverage for property and personal injury must be EUR 1,000,000, the minimum coverage for property damage must be EUR 500,000, each per case. The amounts may be capped at twice the value per year of insurance. The tenderer shall prove this by submitting a proof of insurance valid at the time of submission of the tender or a binding declaration of insurance showing that, in the event of the award of the contract to the tenderer, such insurance will be available for the required amounts of cover. In this case, the contracting entity must prove the existence of the insurance cover immediately after the contract has been awarded.
