Submission of at least 3 reference(s) (self-declaration) concerning the performance of services comparable to those covered by the proceedings. The detailed requirements for comparability can be found in the participation form and the applicant memorandum. In addition, part of the references are used as an evaluation for the selection of bidders for the second stage of the procedure. The following are:

According to § 122 Abs. 2 No. 1 GWB in conjunction with § 44 VgV, the bidder must enclose a commercial register extract or provide proof that the tenderer is registered in the professional or commercial register in accordance with the legislation of the country of the European Community or of a Contracting State to the EEA Agreement in which he is established. One uncertified copy is sufficient. The proof must not be older than 6 months.

Undertakings which are not listed in the professional register, the commercial register or any other register shall provide a copy of the business registration to the competent authority of the country in which they are established or any other appropriate proof of the nature of the professional activity. The envisaged legal form of the companies, or Groupings of tenderers shall be indicated.

Turnover of the company in the last three completed financial years. This is the total turnover of the undertaking.

Submission of company liability insurance with a cover sum for personal and property damages of EUR 1.000.000,00 as well as for property damages of EUR 500.000,00, which is available twice a year (twice maximization) or Self-declaration that a corresponding insurance is concluded in the case of an order.

All persons who are in contact with the client (both for support, services and training) must have sufficient knowledge of the German language in word and writing (language level C1 according to the "Common European Framework of Reference for Languages").
