Company presentation: The presentation of the applicant company or the member of the applicant community must contain information about its locations, service portfolios, as well as the size and – if applicable – information about the group structure must be submitted. The company statement shall be attached to Form 2. Bank statement: A declaration must be provided by the applicant’s bank confirming that the applicant’s financial circumstances are orderly and that he has the necessary financial means to carry out the order. The proof shall not be older than six months at the time of the expiry of the period for participation. Financial statements/annual reports/economic indicators: Financial statements including annexes, auditor approvals, management reports and comments, if their publication is required by law in the country in which the applicant is admitted, for the financial years 2023, 2024, 2025 or – if not yet available for the last required financial year – the last three financial statements available. If the publication of financial statements is not legally required, applicants must provide annual reports for the three most recent financial years mentioned. If an applicant has existed only since a date that does not allow the submission of one or more annual financial statements/annual reports, the corresponding information must be provided for the financial years since the establishment. In this case, it shall be stated, indicating the date of establishment, that the applicant was established only after the relevant date of a requested proof. In any case, applicants must provide information on the total turnover, the specific turnover in the field of activity of the contract to be awarded here and the net profit for the three financial years 2023, 2024, 2025. If an applicant has only existed for a time that does not allow the full information, the corresponding information must be provided for the financial years since the establishment. In this case, it shall be stated, indicating the date of establishment, that the applicant was established only after the relevant date of a requested proof. The total turnover of the applicant must be at least 3 million per year. Euro amounts. The specific turnover of the applicant must be at least 1 million in the last completed financial year. EUR.
Company references: The proof of experience in the area of the services to be awarded here is required by specifying references comparable to the subject-matter of the award here in accordance with the following provisions: (i) Subject-matter Only references that correspond to the subject-matter of the service and thus meet the requirements for the comparability of the reference are taken into account, see below (iv). (ii) Reference period Only references whose services have been provided in the past 5 years (deadline date is the date of the contract notice) will be considered. (iii) Minimum number of references The applicant shall provide at least 3 references. The applicant may submit a maximum of 5 references (iv) Comparability of the reference A contract shall be taken into account as a reference if its nature, scope and difficulty are comparable to the activity to be awarded. Comparability shall be ageed when the information required by the table in the section ‘Comparability of reference performances’ in Form 7.1 is fully continuous and the minimum conditions are met. All information provided by the applicant shall be verifiable. The client reserves the right to a review. The client sets the following minimum requirements for references: - The duration of each reference must be at least 24 months. - At least two references must show implementations that have been provided in the past 3 years (date is the date of the order notice). - Each reference must have been provided to the client in a company of comparable size (company size more than 1500 employees). - At least 1 reference must have been provided in a critical infrastructure environment (specifically energy). (v) Additional information The applicant is entitled to provide additional information about the reference in an annex to the respective Form 7.1 if one or more required information cannot be provided or cannot be provided completely and this is necessary to understand the reference from the applicant's point of view. The additional information must not exceed one DIN A4 page per reference. (vi) Proof For proof, the applicant shall complete Form 7.1 for each reference. The form shall be used several times. By specifying the reference, the candidate confirms that he has obtained the consent of the reference contractor to indicate the contract as a reference in this procurement procedure with the information required by the contracting entity. By specifying a contact person and his contact details of the reference contractor, the applicant confirms that the contact person of the reference contractor has agreed to be contacted by the customer by means of the specified contact possibilities. If the contact data cannot/cannot be provided in full (e.g. for data protection reasons), the applicant must ensure in another way that contact with the reference client including a corresponding check is possible without the presence/presence of the applicant/tenderer. All information provided by the applicant shall be verifiable. The client reserves the right to a review.
Availability of the required expertise and qualifications in the company: Only applicants who can prove that they have at least one specialist for occupational safety (safety specialist according to § 7 ASiG) as a permanent employee of the company and can use them for the provision of services during the contract period are admitted. The certificate shall be annexed by means of a CV AND corresponding qualification documents (certificate, certificate or equivalent). This information shall be provided in Form 7.2. Applicants may attach their own attachments for demonstration. - The applicant must present at least 1 professional. - The applicant may submit a maximum of 2 specialists. Information about employees in the role of project managers: Only applicants who can prove that they have at least two project managers as permanent employees of the company and can use them for the provision of services during the contract period are admitted. The certificate shall be attached to each project manager by submitting a CV and appropriate qualifications and certifications (certificate, certificate or equivalent).The required information shall be provided in Form 7.2. Applicants may attach their own attachments for demonstration. The applicant must present at least 2 project managers. The applicant may submit a maximum of 4 project managers. The client sets the following minimum requirements for each project manager: - at least four years of experience in managing SaaS implementation projects - successful management of at least one implementation project in which the SaaS solution offered by the applicant has been introduced The documents and particulars to be submitted shall make it possible to predict whether the candidate is sufficiently technically, professionally and in terms of staff to perform the contract over the entire term of the contract.
Professional and commercial register extract, declarations and certificates: The applicant must submit proof of registration in the commercial register and/or professional register of the country in which the applicant is established. An extract from the register must be up-to-date in terms of content at the time of the deadline for participation and must not be older than 6 months. The relevant registers for Germany are: the ‘Handelsregister’, the ‘Handwerksrolle’ and, in the case of service contracts, the ‘Vereinsregister’, the ‘Partnership Register’ and the ‘Registers of Members of the Professional Chambers of the Länder’; for the other Member States of the European Union, the requirements set out in Annex XI to Directive 2014/24/EU of the European Parliament and of the Council of 26 May 2014 may apply. February 2014 on public procurement and repealing Directive 2014/18/EC, OJ L 94, 28. As evidence, the documents listed in the respective host state can be submitted accordingly. If the applicant is unable to provide a copy of the register, the alternative declaration required in Form 5 shall be provided.
