What the buyer wants

The subject of the advertised service is the conception, development, implementation and commissioning of a productively usable software solution. This service component, called the basic model, includes the technical and visual implementation of a core set of indicators and key figures as well as the agile conception carried out together with the client and iterative further development of innovative forms of evaluation and presentation. This agile approach is to be understood as an integral part of the basic performance. The contracting dashboard should be modular. With the award of the contract, TMBW will initially commission the development of a basic version for central tourist key figures. This basic version must already be fully operational. It is also the basis for later extensions (further data sources, analysis functions and prospective AI applications), the development of which is an optional subject of the tendered service. Hosting and operation of the software solution, software maintenance and data input are required for the duration of the project funding of the NZT until 31. December 2028 also as services subject of the tender. The software solution must be configured in such a way that it can be used at the end of the project funding period on 31. December 2028 can also be supervised and further developed by another service provider. After completion and acceptance of the stable basic model, further, substantive or functional expansion stages can be implemented as optional expansion services. The contract put out to tender shall be concluded upon award of the contract. This is planned for spring 2027. The service provision must begin immediately after the order has been placed in accordance with the contractual requirements. The commissioning of the basic version of the dashboard should be completed by autumn 2027.

Tourismus Marketing GmbH Baden-Württemberg (TMBW) is launching the development and implementation of a nationwide, modular dashboard solution for the central integration, preparation and visualization of tourist key figures from various data sources. TMBW expects the conception, development, implementation and commissioning of a productive software solution.

(1) The following minimum requirements must be demonstrated: Self-declaration of a reference project regarding the conception, development, implementation, and commissioning of a web-based dashboard or data-based software solution. The reference project must feature the processing and visualization of statistical or structured data. This includes capabilities for the spatial and temporal evaluation and representation of data, as well as the processing of socio-economic, socio-demographic, socio-cultural, socio-ecological, or geographical data and key figures. Acceptance and commissioning of the dashboard or data-based software solution must have taken place and must not have occurred before January 1, 2023. The declaration must contain the following information: - Information on the client - Subject matter and scope of services - Description of services regarding conception, development, implementation, and commissioning of a web-based dashboard or data-based software solution - Performance period - Budget volume - Information on visualization and interaction - Information on technical extensibility - Information on hosting & operation - Information on data entry - Information on innovation - Brief project description in words and images (optional) (2) The evaluation of the requests to participate and thus the selection of candidates invited to submit an initial tender will be carried out in a three-stage procedure. Stage 1: First, it will be verified whether the requests to participate meet the formal requirements. Incomplete requests to participate that remain incomplete despite any requests for supplementary documents cannot be considered. Stage 2: It will then be assessed whether the candidate appears fundamentally suitable to properly provide the services covered by the procedure on the basis of the information and evidence submitted. Stage 3: Finally, among the candidates, based on a maximum of three references (minimum reference and up to two further references), it will be assessed who among the candidates classified as fundamentally suitable appears particularly suitable in comparison to the competitors and should therefore participate in the further procedure. For the selection, only the maximum of three references marked as prioritized will be evaluated. For this purpose, the references must be prioritized by the candidate. If no prioritization is made by the candidate, even after any request for clarification, the contracting authority will prioritize the references and include them accordingly in the evaluation. The up to two additional references must meet the requirements for the minimum reference. The submission of more than three references in total is not desired.
