What the buyer wants
In future, the Integrated Control Centre Rems-Murr (ILS) and the Integrated Regional Control Centre Ostwürttemberg (IRLS) will operate the two control centres as partner control centres in such a way that the control centres work closely together and support each other in regular operation. In the event of a failure of a location, both control centers should be operated from one location. For this purpose, appropriate control center IT infrastructure is procured, so that the control centers will work in a network in the future. The service includes for both locations
- the IT virtualization system for the operation of the control center operation software COBRA of the manufacturer ISE for emergency call processing, telecommunications and radio switching and its interfaces.

In addition to the design of the systems, the AN also explicitly provides the performance of a system integrator. His task is the integration of his own system and the systems provided for this project and connected via interfaces and other facilities of the AG. With the offer, at least three references of installations of a control center IT system not accepted before 1.1.2021 and in active operation with at least seven full-time workstations for integrated control centers in the Federal Republic of Germany (project description maximum three pages per project) must be submitted. The delivery, installation and commissioning of IT infrastructure for the COBRA4 mission control software from the manufacturer ISE must be proven. At least one of these references is expected, in which a network of control centres with several locations (at least two) and the supraregional network is displayed. The following information is required for each reference description:

With the offer, the proof of a QM system (e.g. by short presentation on the following points: responsibility of management, management of resources, technical and organizational measures to ensure quality, measurement, analysis and improvements, constant improvement of the QM system) or submission of a certificate according to DIN EN ISO 9001 and ISO 27001 (or comparable) must be submitted. The self-declaration shall be submitted separately for each member or company in the case of candidate groups or subcontractors.
