What the buyer wants
The acquisition involves an information system for monitoring the use of vehicles and fleet management (hereinafter referred to as the "System"), as well as the necessary positioning equipment for the North Karelia Welfare Area and the South Savo Welfare Area. The aim is to provide a modular, easy-to-use and secure global solution that meets the requirements of data protection and other legislation. The system includes both the application and the necessary positioning equipment.
The system should be able to monitor the location and use of vehicles in real time, produce an electronic logbook in accordance with the requirements of the Tax Administration and manage the organisation's fleet centrally. The aim is to improve the manageability and usability of driving data at the organisational level. The system collects and analyses driving data and produces reports to support management and decision-making.
The system provides real-time information on vehicle use and provides a clear overall picture that improves occupational safety and enables more efficient vehicle use. The system replaces the current paper driving log and the basic vehicle information in the Excel tables. It combines vehicle location data with driver identification and allows automatic maintenance of the electronic logbook.
The system should support modern interface interfaces to receive information from other systems and transfer information to other systems. The package of systems and services to be acquired and the delivery and commissioning project will be carried out separately for each Tialua. A supply contract and a service contract shall be concluded between each Subscriber and Supplier. The term of the contract shall be 60 months and shall then be extended for an indefinite period.
This is a joint acquisition of two independent subscribers. The execution of the procurement requires that the subscriber has access to the necessary resources. If the tender price of the acquirer exceeds the allocation allocated to it by the subscriber, the acquisition shall not be carried out in this respect.
